    Description: THIS IS A PRE-SOLICITATION NOTICE FOR A REQUEST FOR PROPOSAL (RFP). Proposals shall only be requested and accepted from contractors who are a Small Business AND certified in System for Award Management (SAM, https://sam.gov).

    The United States Department of Agriculture (USDA), United States Forest Service (USFS), has a requirement for but not limited to the following:

                  127EAW25R0016 - GAOA, Pope Baldwin Trail Reconstruction:

    This project includes the construction of a 5,000-foot-long bike path within the Pope Beach recreation area in South Lake Tahoe, CA. Option items include the construction of a Split Rail Cedar Fence, Painting a 4 inch center line and arrows, and sign installation. The work includes, but is not limited to roadway excavation, aggregate base placement, and asphalt placement. Work also includes tree and stump removal as well as clearing and grubbing and pavement removal within the limits of this contract. Pedestrian access to National Forest Lands will be maintained during construction including access to the existing bike path. This project will require coordination with the Pope Beach special use permit holder. 

    Project Location: From the Lake Tahoe Basin Management Unit’s Supervisor’s Office:  travel northeast on College Ave. toward Al Tahoe Blvd. for 407 feet, turn left onto Al Tahoe Blvd. for 0.4 miles, turn left onto Lake Tahoe Blvd. for 2.0 miles, turn right onto CA-89 N / Emerald Bay Rd. for 1.4 miles. There will be a walking bridge on the right side of the road that marks the beginning of the bike path. (38.9235357° N, 120.02664450° W)

    Solicitation Number 127EAW25R0016 for this effort will be posted to SAM.gov (https://sam.gov) on or about April 25th, 2025.  This solicitation will contain all necessary specifications, drawings and other information necessary submit a proposal for this project.

    There is currently no official group site visit scheduled. The solicitation will include site visit information if one is deemed necessary.

    Disclosure of the magnitude of construction projects:  The estimated cost of the total project is expected to be between $500,000.00 and $1,000,000.00.
