Closed Solicitation · DEPARTMENT OF STATE
AI Summary
The Department of State is seeking a Trane certified vendor to retrofit the control panels of two 125-ton water-cooled helical rotary chillers at Embassy Muscat. The existing controllers, over 22 years old, are failing and lack replacement parts, posing a risk to cooling operations. The project requires complete replacement of the control panels and all associated sensors for both chillers. Proposals are due by May 19, 2025.
Orientation: Embassy Muscat has two, Trane, 125 tons (cooling capacity) Compound, water cooled, helical rotary chillers. Except for a few weeks of extreme, 45 degree Celsius and above temperatures, one helical rotary chiller is enough to cool the Chancery and the Marine Security Guard Residence (MSGR) while the other chiller serves as a backup. The chillers were completely replaced in 2003, while the compressors only were replaced in 2020 and 2021. Thus, the controllers and appurtenant sensors on the chillers are 22 years old.
B. Problem: The 22-year-old chiller controllers have no available replacement parts, and the various chipsets on the controllers have begun to fail. For instance, the stepper module chipset on Chiller Two failed, and a replacement was found in another country after searching for a few months. In that instance, the Embassy lacked backup cooling. Had Chiller One failed for any reason, the Embassy would have shut down.
C. Required Work: The Trane certified vendor shall completely replace and integrally retrofit the entire control panel of both Chiller One and Chiller Two, including all appurtenant sensors. All chipsets shall be replaced. All sensors shall be replaced.
