Managing this portfolio demands precise coordination, secure base access management, and familiarization with various specialized facilities, ranging from living quarters and historic structures to the main galley.

2. Rationale for Other Than Full & Open Competition
A disruption in these critical services presents an immediate health and safety risk, particularly to the galley, which stores food and serves all units on Terminal Island. Because the galley requires strict regulatory hygiene compliance, the Coast Guard would assume an unacceptable level of risk to food safety and sanitary conditions if forced into an agreement with vendors lacking proven reliability.

Market research and acquisition history indicate that opening this requirement to full competition under current time constraints—due to historic shutdowns, delays in distributing funds, and mandated spend-down timelines at the end of the Fiscal Year—introduces severe operational risk. Previous experience with alternative regional providers has demonstrated unacceptable past performance, including chronic billing issues, the assessment of hidden fees, and unreliable communication.
