    • Site Visit Instructions: Investigate the site per FAR 52.236-3 to ascertain the general and local conditions which can affect the work or its cost. Vendors must have DUNS and be registered at the System for Award Management (SAM.gov) prior to being awarded a government Purchase Order. Any vendor interested in a site visit must request and submit a visitor background check to the COR.

    3. Scope of Work

    Provide all labor, materials, and equipment necessary to renovate two restrooms located at Building 33 at US Coast Guard Base Los Angeles Long Beach, 1001 South Seaside Avenue, San Pedro, CA 90731. The work includes, but is not limited to:

    • Remove and replace with new: toilet, sink, faucet, water supply valves, and water lines.

    • Remove all items on walls (save paper towel dispenser and handicap rails for reinstall). Repair all holes and any damage to drywall. Paint all walls floor to ceiling.

    • Remove vinyl flooring and prepare floor for install of new ceramic 2’x1’ tile. Replace all cove base to match existing.

    • Remove old vent fan and replace with new vent fan. Repair any damage to ceiling then paint ceiling.

    • Replace light switches to match existing. Install new mirror and toilet paper holder. Reinstall handicap rails.

    • Replace all lighting in restrooms with new LED lighting fixtures.

    • Contractor must perform an operational test on all newly installed fixtures to be witnessed by the COR before the project closes out.

    Reference the SOW, and provide a detailed pricing schedule for labor, materials, and miscellaneous costs. 

    4. Evaluation Factors (FAR 52.212-2)

    Evaluation - Commercial Items (FAR 52.212-2) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

    1. Past Performance

    2. Scheduling

    3. Price

    When combined, Past Performance and Scheduling are significantly more important than Price alone. Supporting documentation is highly recommended to include previous examples of past performance.

    5. Wage Determinations

    This contract is subject to the Davis-Bacon Act. All labor shall be paid in accordance with the attached Davis-Bacon Act Wage Determination #CA20260017, Residential Wage Determinations for Los Angeles County, CA (Published 05/18/2026).

    6. General Requirements

    • Contractor Security Requirements: The Contractor shall provide a list of all on-site personnel on the provided access request form to the COR 5 days prior to commencing work for clearance. Contractor personnel shall have photo identification at all times.

    • Continuity of Facilities Operation: Schedule work to minimize interference with normal operations. Perform all on-site work between the hours of 7:00 AM and 4:00 PM, Monday through Friday (Federal Holidays excluded).

    • Notification of Start and Completion: The Contractor shall notify the COR in writing five (5) business days in advance of the start date and five (5) business days prior to final inspection.

    • Safety: The Contractor shall conform to OSHA Safety and Health Standards, 29 CFR Part 1926, California Code of Regulations, and EM385-1-1. An Accident Prevention/Safety Plan shall be submitted prior to commencement.

    • Supplies and Services: All products must meet the requirements of the Buy American and Buy America Acts as amended in DFARS 225 and FAR 25.103.

    • Recycling and Disposal: Refuse and waste materials shall become the property of the Contractor and shall be recycled and/or disposed of off Government property in accordance with all laws and regulations.

    • Temporary Facilities: Storage laydown areas will be determined by the COR. Toilet facilities, water, and 120V electricity are available at no cost to the Contractor.
