Notice of Intent to Sole Source. This Notice of Intent is published in accordance with Federal Acquisition Regulation 5.101(a)(1).
The United States Air Force (USAF), 316th Contracting Squadron, intends to award a sole source (Only One Responsible Source) Firm-Fixed Price (FFP) contract to Center for Public Safety Excellence with one three-month base year.
The proposed service will be utilized by the 316 CES to provide a Fire Department Strategic Plan to Joint Base Andrews, MD. As stated by Federal Emergency Management Agency (FEMA), the Center for Public Safety Excellence (CPSE) is the group certified to provide accreditation plans in accordance with the Commission on Fire Accreditation International (CFAI). As this is the FEMA recommended source and only certified group to provide accreditation, they are the source that would be best fit for this acquisition. As CPSE is the sole recommended source by FEMA USFA (United States Fire Administration), contracting a different source will not guarantee the same quality and adherence to fire operation and safety best practice standards as certified by the Commission on Fire Accreditation International. Award will be made directly to Center for Public Safety Excellence (CPSE) IAW FAR 6.302-1 “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements”. The North American Industry Classification System (NAICS) Code for this acquisition is 541611, Administrative Management and General Management Consulting Services, with a size standard of $24.5M.
This notice is not a request for competitive proposals. All responsible sources may submit a capability statement which shall be considered by the agency before the intended award date. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided. No requests for capability briefings will be honored as a result of this notice, and any information provided will not be used as part of any subsequent solicitation requirement. If no response is received by 4:30 pm EDT, 30 May 2025, an award will be pursued with the company mentioned above.
