NOTICE OF INTENT TO SOLE SOURCE: LDCA Component Replacement

The Bureau of Reclamation, Lower Colorado Basin, Multi-Species Conservation Program (MSCP), intends to negotiate and award a contract on a non-competitive basis, to Rubicon Systems America Inc, 1501 South Lemay Avenue, Fort Collins, CO 80524-4200. MSCP has a requirement to procure the SlipMeter components and installation which are designed and manufactured by Rubicon.

This is a Notice of Intent only and not a request for competitive proposals or an announcement of a solicitation.

The proposed action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authorities of FAR 13.501 and FAR 6.302-1(c). Rubicon SlipMeter can only be procured and distributed by Rubicon Systems America Inc.

The North American Industry Classification System Code (NAICS) identified for this action is 221310, Water Supply and Irrigation Systems and the size standard is $41 million.

The anticipated award date is August 15, 2025. All responsible sources may submit a quotation, capability statement, explanation and/or evidence as to how your company is authorized to provide and install Rubicon SlipMeter and components by July 24, 2025, which shall be considered by the agency.
