This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information in this notice. 1.0 INTRODUCTION
The U.S. Coast Guard cutter BARRACUDA WLB-87301 requires annual hull cleaning due to a buildup of seagrowth by State Certified divers
2.0 SCOPE OF WORK- The work is to be accomplished through the following task.
2.1. Service provider shall provide a certified commercial diver to remove seagrowth from the hull of the ship.
2.2. Service providers are highly encouraged to engage the vessels Engineer Petty Officer to fully understand the nature of services being requested so the most accurate service quote may be provided.
3.0 PERIOD OF PERFORMANCE
3.1. The vendor shall provide service located on the vessel, located at 601 Startare Drive Eureka CA 95501, with a start date of 15th September 2025 and a completion date 26th September 2025. Once the vendor is in receipt of authorization and prepared for conducting services, the period of performance is not to exceed 06 days after contract award date.
4.0 DELIVERABLES
4.1. The Vendor shall provide all equipment, parts, and labor costs.
4.2. The Unit shall schedule a service date and be available to receive contracted services.
5.0 ACCEPTANCE CRITERIA
5.1. The government reserves the right to witness the installation process. The service provider shall keep the Contracting Officer’s Technical Representative (COTR), MKC William Burns, fully informed of servicing plans so that the COTR may arrange to be present when work is being performed.
5.2. When the work is complete and ready for final inspection, the vendor shall notify the COTR to schedule final acceptance and observe service results.
6.0 QUALITY ASSURANCE
6.1. The contractor shall develop and maintain an effective Quality Control Program (QCP) to ensure that services are performed in accordance with the terms of this Statement of Work (SOW) and in accordance with manufacturer’s guidance and procedures. The QCP is the means which the vendor assures all work complies with the terms of awarded contract. It identifies, prevents, and ensures non-occurrence of defective services.
7.0 CONTRACTING OFFICER’S TECHNICAL REPRESENTATIVE (COTR)
7.1. The Contracting Officer (KO) shall designate a government employee, Contracting Officer’s Technical Representative (COTR), to administer the technical aspect of this contract. The individual shall have authority to provide technical direction to the contractor as long as that direction is within the scope of the contract. The COTR shall NOT have authority to change the terms and conditions of the contract. The COTR does NOT have authority to legally bind the government beyond the terms and conditions of the contract.
7.2. The Contracting Officer’s Technical Representative (COTR) designated for this effort and authorized to perform inspection and acceptance on behalf of the USCG is: MKC Willaim Burns
8.0 NOTES
8.1. If damages should occur, items shall be repaired at no cost to the government prior to final acceptance of the work. All Government Furnished Information, work products, and removed equipment shall remain the property of the U.S. Coast Guard, shall not be released to any third party or published without prior approval from the COTR. All associated HAZMAT shall be handled safely and disposed of properly IAW state and federal law.
Interested Vendors shall provide product/service details, Product Data Sheet, and cost breakdown IAW SOW for technical review. Vendors shall provide a detailed cost breakdown to include all the specifications to be reviewed by a technical rep.
NOTE: The USCG/Government reserves the right to Award on an All or None Basis, i.e., the Government may issue a Purchase Order (PO) to the offeror that submits the lowest aggregate price, rather than issue a PO to each offeror based on the lowest quotation on each item.
As stated below, the provision at FAR 52.212-2- Evaluation-Commercial Items-applies with the following addenda:
Award of a contract will be based on the following criteria: The purchase order will be awarded as a firm-fixed price contract using simplified acquisition procedures in accordance with FAR Part 13.5.

The USCG/Government intends to award a purchase order resulting from this synopsis/solicitation to the responsible contractor whose quote conforms to the solicitation and is most advantageous and the best value to the Government, price and other factors considered.

Quotations must be submitted on company letterhead stationery and must include the following information:
