Description:  Up to two, clean, approved, U.S. Jones Act Articulated Tug and Barge (ATB) or Integrated Tug and Barge (ITB)(or until needs of the Government have been met), with Segregated Ballast Tanks (SBT) and an Inert Gas System (or equivalent system, if necessary, by regulation). Each must be capable of carrying a minimum of 150,000 BBLS of JP5/F76/JAA within vessel’s natural segregation in designated cargo tanks with double valve isolation.
    17. Place of Contract Performance:  The place/range of delivery is the U.S. Gulf Coast Port; and the place/range of redelivery is the U.S. East Coast Port.  The first ATB/ITB laydays commence 15 November and cancel 18 November 2025, and the second ATB/ITB laydays commence 20 November and cancel 25 November 2025. The period of performance will be about 55 days.
    18. Set-aside Status:  N/A.  The decision to release this procurement as “Unrestricted” is based on the Contracting Officer’s knowledge of the market and applicable market research.  All responsible sources may submit a proposal, which shall be considered by the agency.  The Deputy Associate Director of Small Business Programs has concurred with this decision.
