    Description

    PRESOLICITATION NOTICE RFQ #36C77625Q0190 ILEAD Haivision Video Streaming Encoder (BRAND NAME) August 27, 2025 The Department of Veterans Affairs (VA), Institute for Learning, Education, and Development (ILEAD) intends to purchase additional Brand Name Haivision streaming hardware to integrate with and supplement the VA s existing Haivision distribution system. (ILEAD) maintains a broadcast facility in St. Louis Missouri, to include a live high definition (HD) video television studio, control room, and Avid post-production. ILEAD utilizes Haivision streaming hardware to support terrestrial delivery of live programming. VHA ILEAD Production Delivery currently maintains a network of several Haivision encoders and decoders to provide live video streams across the VA network and out to patient facing web portals. Because Haivision uses specific streaming protocols to optimize performance, as well as common management and control parameters, between their encoders and decoders, we must purchase Haivision for this upgrade to maintain technical and operational consistency with our existing system. This notice serves as the synopsis of the proposed contract action in accordance with Federal Acquisition Regulation (FAR) 5.204 and FAR 5.201. The solicitation will be issued as a brand name Request for Quotes (RFQ) set-aside 100% for Small Business concerns conducted in accordance with FAR Parts 12 and 13. The formal request for quotes (RFQ) will be posted to Contract Opportunities on/about Thursday August 28, 2025 and quotes will be due on September 12, 2025 at 1:00 PM (Eastern). To submit a quote in response to this notice, please follow the directions in the RFQ that can be found through Contract Opportunities at the RFQ number identified above. Questions of a technical nature will not be answered as part of this notice; however, all general questions may be submitted in writing to the issuing office via email at bernadette.bodzenta@va.gov and michelle.rhodes@va.gov.
