This Notice of Intent is provided to advise that the Government intends to solicit and negotiate a single-award Indefinite Delivery, Indefinite Quantity (IDIQ) Cost Per Test (CPT) contract for a fully integrated, automated Microbiology Identification (ID) and Antimicrobial Susceptibility Testing (AST) system with only one source, bioMérieux for a period of five (5) years. The IDIQ contract will provide contractor-owned instrumentation, software, reagents, consumables, maintenance, repairs, technical support, upgrades, training, and all other supplies and services necessary to perform microbiology identification and antimicrobial susceptibility testing in accordance with the Statement of Work. Individual task orders will be issued to meet the Government's actual requirements during the ordering period. This action is for a supply/service for which the Government intends to solicit and negotiate with only one source under the authority of Revolutionary FAR Overhaul 12.102 (b) and 41 USC §1901, only one will meet the Government s needs. Only one source is capable of responding due to the unique or specialized nature of the supplies and/or services. It is the Government s belief that the proposed candidate is the only authorized provider of the analyzer that can meet the agency s needs. Interested persons may identify their interest and capability to respond to the requirement. See attached justification. All responsible sources may submit a quotation, bid, or proposal, as appropriate, which will be considered by the agency. This notice of intent is not a request for competitive quotations. Any responses received will only be considered for the purposes of determining whether to conduct a competitive procurement in lieu of sole source contract described in this notice, and such determination shall be made at the sole discretion of the Government. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement. If no responses are received, the government will proceed with the Sole Source acquisition.
