NOTICE OF INTENT – Unison Virtual Acquisition Office LLC

This is a NOTICE OF INTENT to award a sole source contract using Federal Acquisition Regulation (FAR) Part 6.302-1 other than full and open competition.

The Department of Energy (DOE), Office of Headquarters Procurement Service, Corporate Services Division (MA.64.1) intends to award a sole source contract to Unison Virtual Acquisition Office (VAO), LLC for Virtual Acquisition Office online subscription services to support the DOE acquisition workforce. The Unison VAO subscription helps acquisition professionals and leaders stay in the know with up-to-date acquisition news, research, tools, and insight. Unison’s experienced team analyzes federal acquisition to bring the latest information, on a daily basis, to strengthen workforce knowledge, productivity, and compliance over time. The subscription will include “The Daily” and “From the Hill” proprietary publications, acquisition knowledge tools, network and learning opportunities, and 24/7 website access. MA intends to continue the existing VAO subscription services by procuring licenses for members of the acquisition workforce at the DOE Headquarters (HQ) and other DOE Field Sites. The contract will be for one (1) 12-month base period and no option periods.

In accordance with Competition in Contracting Act, 41 USC 3304, as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. The Government intends to award a sole source task order to Unison Virtual Acquisition Office, LLC, 21251 Ridgetop Circle, Dulles, VA 20166.

This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. Interested parties may submit a capability statement and pricing information, which shall be considered by the requesting agency, within ten (10) calendar days of publication of this notice.

SUBMISSION INSTRUCTIONS: Submission of any information in response to this notice is purely voluntary. The Government assumes no financial responsibility for any costs incurred.

Responses must be in writing and delivered by e-mail to the contract specialist, Ellen Baptist, at ellen.baptist@hq.doe.gov. The e-mail shall contain the following subject line: Response to Notice of Intent 89303025NMA000095. Please submit all information no later than 5:00 P.M. EDT, August 24, 2025.

A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competition requirement.
