NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT

The Bureau of Indian Education (BIE) intends to enter into a sole source Firm-Fixed Price contract under the authority of FAR 13.106-1(b)(1), Only One Source. The government has determined that only one responsible source is available, and no other source will satisfy agency requirements. Select Vendor: Shamrock Food Co.For continuation of food and dairy delivery and meal planning services for BIE Jeehdeez'a Elementary School located in Pinon, AZ. The current provider of this service, Shamrock Food Co., was previously deemed the only reliable source available to meet the requirements of the school. The school is in a remote location and other companies have been unable to overcome the logistical challenges of delivering Food and Dairy to this location. Historically, multiple attempts were given to remedy various issues and all attempts to remedy the situation resulted in temporary resolutions only. As such, the current vendor has been identified as the only vendor capable of ensuring the students are fed properly for the school year. The need is considered urgent and compelling in order to guarantee food security for the students as well as for the school to remain compliant with USDA requirements. The anticipated period of performance will be for 3 months of service. A solicitation will not be made available, and no technical questions will be answered for this requirement. The NAICS code for this acquisition is 311999 - All Other Miscellaneous Food Manufacturing 700 and a Product Code of 8910 - Dairy Foods and Eggs.
