    Sources Sought Notice Action Number: PANNWD-25-P-07086 Title: Topography & Photogrammetry Surveying As part of its market research, the U.S. Army Corps of Engineers (USACE), Portland District, is issuing this Sources Sought Notice to gain knowledge of the interest, capabilities, and qualifications of small business members of the industry. All interested parties are highly encouraged to respond. Responses to this Sources Sought Notice will be used by the Government to inform its acquisition strategy and make business decisions regarding a potential future solicitation. NAICS: 541370, Surveying and Mapping (except Geophysical) Services Size Standard: $19 million Anticipated Advertisement Date: April 2026 Project Background: The U.S. Army Corps of Engineers, Portland District has a need for professional architect-engineering (A-E) services to provide Topography and Photogrammetry services. This requirement is anticipated to be a Single Award Task Order Contract (SATOC). This contract is being procured in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.6. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work Project Scope: The projected scope of this requirement primarily includes land surveying, topography, photogrammetry, and other related services under the supervision of a licensed Professional Land Surveyor. The services required fall into the following broad categories: Engineering Surveys: Topographic Mapping for design or construction. Deformation monitoring (Structural Health) Surveys. Geodetic Control Surveys. Real Property Surveys: Establishment and retracement of land boundaries, rights-of-way, and easements. Preparation of Records of Survey and written legal descriptions in accordance with state and local laws. Delineation of Leases, Permits, and Licenses. Specialized Surveying Services: Aerial Surveys: Photogrammetry, LiDAR, and/or other sensors mounted on manned or unmanned aerial vehicles (UAVs/sUAS). Hydrographic & Hydraulic Surveys: Surveying and charting land under bodies of water, including rivers, creeks, lakes, and valley sections for hydrological studies. Terrestrial Laser Scanning (TLS): Ground-based, rapid 3D point cloud acquisition for structures and object surfaces. Subsurface Utility Engineering (SUE) Surveys: Geophysical surveys to determine the location of underground utilities. Miscellaneous Surveys: Including, but not limited to, American Land Title Association (ALTA) Surveys, Geographic Information System (GIS) data surveys, and Federal Emergency Management Agency (FEMA) Flood Surveys. Data and Deliverable Capabilities: Proficiency with Autodesk AutoCAD and ArcGIS to produce files compliant with USACE standards. Generation of FGDC-compliant metadata for all geospatial data. Integration of survey data collected from multiple platforms and methods (e.g., LiDAR, photogrammetry, bathymetry) into a single, seamless topographic dataset.
