A NOTICE OF THE GOVERNMENT’S INTENT TO ISSUE A SOLE SOURCE AWARD CONTRACT TO WEST PUBLISHING CORPORATION FOR C-TRACK SOFTWARE LICENSE UPDATES

THIS IS NOT A REQUEST FOR QUOTES. PURSUANT TO REVOLUTIONARY FAR OVERHAUL (RFO) 5.101(a), THIS IS A NOTICE OF THE GOVERNMENT’S INTENT TO ISSUE A SOLE SOURCE AWARD CONTRACT TO WEST PUBLISHING CORPORATION FOR C-TRACK SOFTWARE LICENSE UPDATES.

The United States Department of War (DoW), Washington Headquarters Services, Acquisition Directorate (WHS/AD), intends to award a firm-fixed-price contract on a sole source basis to West Publishing Corporation (dba Thomson Reuters), 610 Opperman Drive, Eagan, MN, 55123-1340 (CAGE Code: 89101, DUNS: 148508286).

The anticipated award will be made under the authority of 10 U.S.C. 3204 as implemented by DARS 2026-O0020 RFO 6.103-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.”  The Government requires software license updates for the C-Track court case management system. C-Track is a proprietary, Thomson Reuters-owned system that has been uniquely tailored to meet specific government requirements for data delivery, storage, and management. As the sole developer, licensor, and service provider for this proprietary software in the United States, Thomson Reuters is the only vendor capable of providing the necessary license updates and support.

The anticipated period of performance will be for one (1) 12-month base period and two (2) 12-month option periods. The primary North American Industry Classification System (NAICS) code is 518210 (Data Processing, Hosting, and Related Services), with a corresponding small business size standard of $35.0 million.

This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. EST, July 22026.  All information submitted should support the offerors capability to provide the services required and shall be furnished at no cost or obligation to the Government. The Government reserves the right to cancel the Sole Source Award.
