    Scientific, Technical, Research Engineering, and Modeling Support (STREAMS V)

    The solicitation 68HERC24R0226 will be available for downloading at FedConnect® located at the following internet address: www.fedconnect.net/.     Contractor registration in the Government’s System for Award Management (SAM) is required in order to be eligible for contract award. Registration may be completed and information regarding the registration process may be obtained at http://www.sam.gov. Once issued, solicitation documents will be available electronically for download at https://www.fedconnect.net. Hard copies of the solicitation package will not be distributed. Electronic copies of responses will be required and must be submitted via FedConnect® (https://www.fedconnect.net).

    The purpose of this solicitation is to award contract(s) to provide the Environmental Protection Agency (EPA) with support for the development and evaluation of technologies, processes, and tools to prevent or reduce pollution, of air, land, and water, and to restore ecosystems. The contract(s) will be managed by the Contracts Branch in the Office of Administration and Research Support Extramural Management Division of the Office of Research and Development (ORD), however, contract support will be available to all ORD laboratories, Centers, and offices as well as other US EPA organizations that conduct research projects that could be supported under the scope of the Performance Work Statement (PWS).

    The solicitation and resulting contract shall contain the custom local provision Disclosure Requirements for Organizational Conflicts of Interest (EPA-L-09-102). Paragraph (a) of the clause shall read as follows:

    “The proposed contract requires that the contractor perform tasks supporting the development and evaluation of technologies, processes, and computer-oriented tools to prevent or reduce pollution of the air, land, and water, and to restore ecosystems. An offeror shall specifically disclose whether: 1) it is an entity that develops, markets, or owns remediation technologies, processes, or computer-oriented tools or that have significant business relationships with such entities; 2) it is an entity that provides consulting or technical services related to the development or marketing of such technologies, processes, or computer-oriented tools; 3) it is a potentially responsible party (PRP) or a consultant for any PRP; 4) whether it has any significant business or financial relationships with PRPs and/or their consultants, or with entities that develop, market, or own remediation technologies, processes, or computer oriented tools; or 5) whether it is performing any work that potentially conflicts with work under this contract for EPA or other Government agencies.”

    The solicitation and resulting contract shall also contain the clause, Limitation of Future Contracting. The text of the clause will track identically with Limitation of Future Contracting Alternate V (Headquarters Support), EPAAR 1552.209-74 (APR 2004), except for paragraph (c). Paragraph (c) of the clause shall read as follows:

    “When the contractor is required to evaluate, assess, or test a remediation technology, process, or computer oriented tool that is specifically identified in a task order, the contractor is prohibited, without the prior written approval of the Contracting Officer, from entering into contracts with individuals, organizations, PRPs or their consultants, to provide services on or in support of the specific remediation technology, process, or computer oriented tool identified in the task order. This restriction applies during the life of the contract.”

    The Government anticipates award of an Indefinite Delivery/Indefinite Quantity (ID/IQ) Firm Fixed Price (FFP) and Cost Plus Fixed Fee (CPFF) task order contract(s), with a single ordering period of 7 years. The EPA intends to award three (3) contracts, with one award being set aside/reserved for a small business in accordance with FAR 19.503. the maximum ceiling for this multiple award vehicle shall be $90 Million. The anticipated solicitation release date is in the mid to late October timeframe, and the close date shall be approximately forty-five (45) days thereafter. The solicitation will be issued on a full and open competitive basis, with one award reserved for small business. Be advised that changes to any or all documentation is possible when the final Solicitation (SOL) is released. No hard copies will be available.

    All responsible sources may submit a proposal for EPA consideration. The NAICS code is 541715, Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology), with a size standard of 1,000 employees. Award will be made in accordance with FAR Part 15 Contracting by Negotiation, using a Best Value source selection approach, price and other factors considered, where all non-price criteria, when combined, are significantly more important than price.
