ABDR TRAILERS

*This RFP was originally posted on 05/20/2025/ but had to be deleted and re-posted 05/29/2025 due to the notice ID changing from FA8100-25-Q-B001 to FA8100-25-R-B007. Due date does not change. 

*This RFP had to be amended on 06/04/2025 to replace Version 1 of attachment 2 (Inventory Listing) with version 2. Removal of the Drill Bit and Diamond Cutter was necessary as they are no longer required. Due date does not change.

*This RFP had to be amended on 06/11/2025 to add attachment 11 ABDR Trailer Planning Contractor Q & A Number 1 and add a revised copy of the CSS. On the CSS, Tanner Mullins email changed from tanner.mullins@us.af.mil to tanner.mullins.1@us.af.mil, a sentence was deleted out of shipping information as it is no longer required, and on the list of attachments on page 6 attachment 11 was added. Due date does not change.

*This RFP had to be amended on 06/18/2025 to post revised copies of CSS, Attachment 1 Statement of Work, Attachment 10 pricing matrix, Attachment 11 Q & A number 1, and Attachment 12 Q & A number 2. On the revised CSS please see section 2 as that had to be updated and attachment 10 had to be revised to reflect the changes to the CSS. For attachment 1 Statement of Work please see paragraphs 1.3.7, 1.3.9, and 1.5.1. On attachment 11 and 12 Q&A please see highlighted portions as those are the portions that had to be revised. * This RFP was amended on 06/20/2025 to post a revised CSS document.  The revised CSS properly reflects the proposal due date of 25 June 2025 by 4 PM, Central Standard.  In addition, the revision to the CSS corrects the list of attachements by adding Attachment 12, which has already been provided in the past, and correcting some of the listed document dates.

* Attachment 6 Instructions to Offerors, paragraph 6.1.1 should state ‘Offer shall complete Sections 1, 2,  and signature and date for Section 3 of the Combined Synopsis / Solicitation. Signature by the offeror on the Combined Synopsis / Solicitation constitutes an offer, which the Government may accept. The "original" copy should be clearly marked under separate cover.’

Purpose:
Produce and deliver ABDR Trailers that will reside at multiple OCONUS locations. The internal contents within the trailer must follow the basic configuration design of the current ABDR Tool Trailer located at Wright Patterson AFB. The ABDR Trailer is a commercial item, and/or comprised of a combination of commercial products, with modifications customarily available in the commercial marketplace which was developed at United States Government expense. ABDR Trailers must be capable of long-term sustainment in harsh weather environments and must include maintenance data necessary for lifetime sustainment. These trailers must contain non-hazardous tooling and parts required for execution of rapid repairs for aircraft. These trailers would be stored in facilities ranging from fully enclosed supply buildings to open-ended hangar storage, but deployed to Forward Operating Bases, and improvised landing locations outside, in order to support mission requirements. Desired end state is to have a mobile, self-sustained tool and working platform to increase out employment during a war time scenario.

Contract Length:
The ordering period under this proposed indefinite delivery indefinite quantity (IDIQ) contract action shall be from intiial contract award through each exercised option ordering periods for a Maximum contract length of ten (10) years.
