The statutory authority which permits sole source for this acquisition is 41 United States Code (USC) 1901 & 1903, as implemented by Federal Acquisition Regulation (FAR) 12.102(b), as revised by the Office of the Under Secretary of Defense for Acquisition and Sustainment Memorandum, 'Class Deviation—Revolutionary FAR Overhaul,' effective February 1, 2026. The applicable text for FAR Part 12 is located on the Revolutionary FAR Overhaul web page at https://www.acquisition.gov/far-overhaul/far-part-deviation-guide/far-overhaul-part-12.

This authority is supported by an approved FAR Part 12 Single Source Justification. Competition is being limited due to: Matching existing proprietary physical security infrastructure, specifically the upgraded Access Control Systems (ACS). Procuring any other system or introducing an alternative vendor would cause critical hardware and credential mismatches between the 919 SOW and other AFSOC installations, ultimately degrading cross-facility access and the unit's physical security posture.

It is the Government's intent to proceed with this sole-source action. The applicable NAICS code is 561621. The size standard as defined by the U.S. Small Business Administration is $25 million. The anticipated award date is 19 June 2026.
