ACOUSTIC DEVICE COUNTERMEASURE MK 2

Team Submarine intends to solicit and award a sole source contract to ULTRA Maritime, 115 Bay State Drive, Braintree, MA 02184.  The contract will be for production, testing, associated program management, data management, systems engineering, non-recurring engineering (NRE), configuration management (CM), hardware reliability and maintainability, and integrated logistic support required to support fabrication of the ADC MK2 and ADC MK2 training devices.  The contemplated contract will be awarded pursuant to 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1.  Parties interested in subcontracting opportunities should contact ULTRA Maritime directly.  This notice is for informational purposes only.  Solicitation documents are not available. 

This pre-solicitation synopsis shall not be construed as a commitment by the Government to solicit contractual offers or award contracts.  The Government is not soliciting, nor will it accept, proposals as a result of this synopsis. This is not a request for proposals, a promise to issue a request for proposals, or a promise by the Government to pay for information received in response to this synopsis or any subsequent synopsis.  The information contained herein is subject to modification and in no way binds the Government to award a contract.  The Government will not pay for any effort expended or any material provided in response to this announcement, nor will the Government return any data provided.

Interested persons may identify their interest and capability to respond to the requirement or submit proposals.  This notice of intent is not a request for competitive proposals.  However, all expressions of interest received by closing date of this synopsis will be considered by the Government.  Any submissions will not be reimbursed by the Government – the entire cost of any submission will be at the sole expense of the source submitting the information.  A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. 

No telephone inquiries will be accepted.  The Government does not commit to providing a response to any comment or questions.  No basis for a claim against the Government shall arise as a result of this announcement.

Respondents are advised that third-party support contractors may assist the Government in its review of responses received under this notice and therefore may have access to the submitted material. These contractors have executed Non-Disclosure Agreements with the Department of the Navy. Respondents shall provide notification on their cover page if the Respondent does not consent to the use of the aforementioned contractors. Unless otherwise stated by the Respondent, a submission received in response to this notice constitutes consent that the above-mentioned contractors may have access to all information provided in the Respondent’s submission.
