The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award a contract with fixed price and cost type line items to Leonardo, United Kingdom. The contract will procure a best estimated quantity of approximately 3,000 - 6,000 Active Expendable Decoys (AED) per year, as well as spare impulse cartridges, related support equipment and repairs, and field service representative support for the F-35, F-18, and other USG platforms. This contract is planned to contain a base year with up to four option years and is intended to satisfy requirements for Fiscal Year (FY) 2027 through FY2031.
This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.”
Leonardo is the only contractor who possesses the manufacturing technology, infrastructure, capacity, and platform qualifications to complete all requirements detailed in the related Sources Sought Notice posted to SAM.gov on 25 February 2026. No other source has the technical qualifications and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Government’s requirements.
THIS IS NOT A REQUEST FOR PROPOSAL. No contract will be awarded on the basis of offers received in response to this notice. Information received will be considered solely for the purpose of determining future competitive opportunities for this requirement.
