    NOTICE PURPOSE & PLANNING CONTEXT

    The U.S. Army Corps of Engineers (USACE), Savannah District, is issuing this Advance Notice to alert the construction industry, industrialized manufacturers, and modular integrators to an upcoming design-build opportunity.

    This project will be executed as an Other Transaction Agreement (OTA) under the statutory authority of 10 U.S.C. § 2808a, Facility Construction or Repair.  

    This is NOT a formal solicitation. This notice is for planning purposes only and is non-committal. The official Request for Qualifications (RFQ) / Request for White Papers is anticipated for release on SAM.gov in late July 2026.

    PROJECT SCOPE

    This project consists of the design and construction of a new 86-bed Permanent Party Unaccompanied Enlisted Personnel Housing (UEPH) Barracks and the demolition of the existing building 212 at Fort Stewart, GA, after the new barracks has been turned over and completed. The scope includes parallel site preparation, utility infrastructure, factory-based manufacturing, and the procurement and installation of all necessary furniture, furnishings, and equipment (FF&E).

    The new facility will have a maximum gross area of 41,710 square feet (485 sq ft per occupant) and is intended to provide housing that is functionally and technically comparable to similar private-sector housing. Barracks functional spaces will adhere to the 2025 Army Barracks Standard for Permanent Party Unaccompanied Housing, Junior Enlisted and Junior NCOs Memorandum for square footages, with the exception of the required room module layout.

    ANTICIPATED TWO-STEP SELECTION PROCESS

    USACE Savannah District intends to utilize a streamlined, two-step qualifications-based selection (QBS) process to identify the most qualified partner. The information below could change before the final release of the request for white papers.

    STEP 1: REQUEST FOR QUALIFICATIONS (RFQ) / WHITE PAPERS

    Interested firms will submit a concise written qualifications package (maximum of 15 pages). Submissions will be evaluated against two main elements:

    • Capability and Experience
      • Relevant Experience: Demonstration of more than two (2) new construction projects of similar size (minimum 30,000 SF) and scope (multi-unit housing, dormitories, barracks). Renovations are not accepted as comparable.
      • Innovation & Speed: Documented use of innovative, accelerated, or off-site delivery techniques that successfully compressed schedule and cost.
    • Technical and Management Approach
      • Understanding: Demonstrated understanding of the project goals, constraints and affordability to stay within the budget ceiling.
      • Design Management: Approach to managing the design process, ensuring compliance with the 2025 Army Barracks Standard, UFCs, and standard building codes.
      • Manufacturing Experience: Explain the current manufacturing process and output and how that would relate and support this project.
      • Collaborative DB Philosophy: The firm’s management philosophy regarding Collaborative DB, focusing on partnership and transparent costing.
      • Organizational Structure: Clarity and effectiveness of the proposed Organizational Chart identifying key roles and reporting lines.

     The Government will shortlist and invite up to three (3) of the most highly qualified firms to Step 2.

    STEP 2: PITCH MEETINGS & FACILITY TOURS

    The Step 2 evaluation moves away from written proposals to assess physical plant readiness and live team dynamics:

    • Interactive Pitch Meetings: Shortlisted firms will participate in a confidential, collaborative working session with the USACE Project Delivery Team to evaluate:
    • Collaborative Capability & Risk Management (Pitch Presentation): Joint scope validation, real-time technical problem-solving, team chemistry.
    • Facility Site Visits: The Evaluation Team will tour the shortlisted firms' proposed manufacturing plants to verify production capacity and plant readiness.

    TENTATIVE PROCUREMENT SCHEDULE

    The Savannah District is executing this acquisition on an aggressive timeline to meet critical end-of-fiscal-year deadlines:
