The Federal Bureau of Investigation (FBI) intends to award a one-year, sole-source, firm-fixed-price, commercial services, contract with four (4) exercisable option years to Advanced Instruments, LLC, located at Two Technology Way, Norwood, Massachusetts, 02062, for the purchase of an Artel MVS Advanced Care Plus BIO Service Agreement.
The applicable North American Industrial Classification System (NAICS) code is 334516 – Analytical Laboratory Instrument Manufacturing, and the Product Service Code (PSC) is 6640 – Laboratory Equipment and Supplies.
The FBI Quality Assurance Standards (QAS) require that accredited DNA laboratories undergo performance check procedures on instrumentation that is deemed critical to the processing and generation of DNA profiles. The Advanced Instruments plate calibration system is utilized to ensure the accuracy and precision of instrumentation that is used to pipette reagents in the processing of DNA samples.
The MVS Advanced Care Plus BIO Service Agreement includes annual calibrator plate recertification, preventative maintenance services, travel costs, and a one-year extended warranty coverage for three (3) instruments.
Advanced Instruments, LLC manufactures, markets, and is the sole-source provider of the Multichannel Verification System (MVS), ArtelWare Software, MVS instrument, consumables, usage training, MVS Preventative Maintenance (PM) services, and warranty programs for their products. There are no authorized resellers. Moreover, there are no authorized third-party vendors who can provide MVS-500 instrument validation services. The on-site PM service includes lamp/bulb replacement, operational qualification, reverification, and release testing of the unit for compliance. Justification available upon request.

Parties who believe they can meet this requirement may submit a capability statement by email only, to Contracting Officer Adelle Bolton at albolton@fbi.gov no later than March 17, 2026, at 5:00 PM ET. No phone inquiries will be accepted. Responses must include clear and convincing evidence that competition would be advantageous to the Government, along with the company’s Unique Entity ID (UEID) and business size classification.
Information received will be considered solely to determine whether a competitive procurement should be conducted. The Government retains full discretion regarding this decision. No reimbursement will be made for any costs incurred in providing capability information.
Vendors must be registered in SAM.gov (effective July 29, 2012) to be eligible for federal contracts. The FBI’s financial system interfaces directly with SAM; therefore, vendors must ensure their SAM registration is current and accurate, including Tax Identification Number (TIN), Electronic Funds Transfer (EFT) details, UEID, addresses, and contact information. EFT banking information in SAM will be used by the FBI to process payments.
