    June 26, 2025

    NASA/Johnson Space Center is issuing a Final Request for Proposal (RFP) for the for the Advanced Spacesuit Regulator (ASR), 80JSC025R7004. You are notified of the following:

    1. The entire proposal is due by August 11, 2025, at 1:00 PM Central Daylight Time.
    2. All questions regarding this RFP should be submitted in writing, electronically to Patricia K. Parker, Contracting Officer, at patricia.k.parker@nasa.gov and Frank D. Cunningham II, Contract Specialist, at frank.d.cunningham@nasa.gov on or before 5:00 PM. Central Daylight Time on July 10, 2025. Offerors are encouraged to submit questions as soon as possible for consideration. Questions shall be submitted using the Template for Submission of Comments in the “Attachments” section below.
    3. The RFP and additional attachments have also been posted in the “Attachments” section below. This RFP and associated documents supersede the Draft RFP in its entirety. Any additional documents will be available on www.sam.gov.
    4. The Technical Library is available in the “Attachments” section below on www.SAM.gov under Notice ID 80JSC025R7004. Please note that this Technical Library (Notice ID: 80JSC025R7004) is distinct from the one linked in Related Notice 80JSC025ASREGTL, which accompanied the Draft RFP (Related Notice: 80JSC025ASREG). This RFP and its associated documents supersede the Draft RFP in its entirety.
    5. If you have not accessed the Technical Library before, please complete the Technical Library Request Form and refer to the instructions below prior to submitting a request via www.sam.gov.
    6. OBTAINING ACCESS TO EXPORT CONTROLLED CONTENT: To request access to the ASR Technical Library, individuals must provide a completed ASR “Technical Library Request Form” to the Points of Contacts (POCs) listed in this notice. When responding, reference “80JSC025R7004 Technical Library Access” in the subject line. 
    7. Individuals requesting access to the Controlled Technical Library must provide the following information to the Contracting Officer, Patricia K. Parker, at patricia.k.parker@nasa.gov, and Contract Specialist, Frank D. Cunningham II at frank.d.cunningham@nasa.gov. The submitting individual shall verify that the information provided to NASA is correct, complete, and accurate. Vendors are responsible for ensuring their compliance with all U.S. export regulations per the ASR Technical Library Request Form. Please note that once the request form is submitted, you must have a log-in for sam.gov and once logged-in you must click the request access button in the attachments/links section of the announcement. If approved, you will be granted access to all ASR Technical Library documents.
    8. In order to gain access to a controlled document the user will need to have the proper role for the "request access" button to be visible. On a controlled document the title will be "greyed out" until the user has been granted access. Users will need to have either the Opportunities Admin or Data Entry role in the Contract Opportunity Domain. Once an interested user has requested access the contracting officer should receive a notification in SAM.gov. If you have issues regarding obtaining the appropriate role to access the document please contact SAM.gov.
    9. The Pre-Proposal Bulletin for this solicitation is expected to be posted in the “Attachments” section below approximately two weeks after the Final RFP's original posting date.

    NASA FAR Supplement (NFS) Clause 1852.215-84, Ombudsman, is applicable. The Ombudsman for this acquisition is Donna M. Shafer, donna.m.shafer@nasa.gov, 281-483-4258. It is the offeror's responsibility to monitor this this SAM.gov posting, as well as the ASR website for amendments to this solicitation and other information.     Advanced Spacesuit Regulator (ASR) Notice of Proposed Contract Action

    NASA/JSC plans to issue a Request for Proposal (RFP) for the Advanced Spacesuit Regulator (ASR) Contract solicitation.

    The principal purpose of this requirement is to provide a next-generation oxygen regulator for spacesuits, designed to meet the highest standards of functionality and safety. This advanced system will play a crucial role in supporting mission objectives and will serve as an essential component for future NASA and commercial missions to the Moon and beyond. Additionally, the ASR acquisition may address the evolving needs of other NASA Centers, including enhancements to oxygen regulation systems, integration of advanced filtration technologies, and electronic control mechanisms for precise set-pressure adjustments.

    The Government does not intend to acquire a commercial product or commercial service using FAR Part 12.   

    The NAICS Code and Size Standard are 336419 and 1,050 employees, respectively.

    The anticipated release date of the ASR Request for Proposal 80JSC025R7004 is on or about June 24, 2025, with an anticipated proposal due 30 calendar days later.

    All responsible sources may submit an offer which will be considered by the agency.

    The anticipated contract award date will be October 1, 2025, or sooner with an immediate effective date. The contract will be performed primarily offsite at the contractor’s chosen facility. Additional testing may be performed onsite at NASA facilities, including but not limited to Johnson Space Center and White Sands Test Facility, as outlined in the Statement of Work, or via technical direction.
