    Description

    Naval Air Systems Command (NAVAIR) intends to issue a sole source AE1107C AE2100D AE3007H commercial engine Performance Based Logistics (PBL) contract to Rolls-Royce Corporation (RRC), Indianapolis, IN, for up to ten (10) years. It is anticipated that the PBL contract will include all product support required to sustain the engines at all operational, training, and test sites, and will include pricing on a dollar per flight hour basis. The associated sustainment support includes: program management, cost tracking, contract management, product support/supply chain management, integrated logistics support, sustaining engineering, maintenance, engine repair, reliability improvements, configuration management, obsolescence management/mitigation, engineering support, improved Engine Time On Wing (EOTW), field service representatives and site support, and material support and handling. The material support for engine PBL includes provisioning, replacement, and management of all operational level (O-Level) Line-Replaceable-Units (LRU) and parts. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” As the sole designer, developer and producer of the AE1107C AE2100D and AE3007H engine, RRC is the only source that has unrestricted access to the totality of technical data needed to sustain the engines. The Government does not possess adequate license rights to the required technical data package necessary to support a competitive procurement to fulfill the requirement herein.
