Solicitation for Air Force Civil Engineer Center (AFCEC) Operation Support Services Tyndall AFB, FL. This is an announcement for a competitive total small business 8(a) set-aside for a service acquisition as required by the Revolutionary FAR Overhaul (RFO) Part 5. This is a Request for Proposal (RFP). Vendors shall submit proposals in response to this announcement. The purpose of this contract is to provide operation support services for AFCEC at Tyndall AFB, FL in accordance with the Performance Work Statement (PWS) in a manner that supports all phases of the civil engineer research, development, and acquisition process. The contractor shall provide management and labor support necessary to provide baseline operations support capability for AFCEC, including crosscutting operational functions; maintenance of facilities at TAFB FL and aid (e.g., produce prototypes, test articles etc. as described in PWS para 1.2) in accomplishing Research Development Test and Evaluation (RDTE), Airforce Pavement Evaluation (APE) Team and other projects and events on TAFB, FL. This includes maintaining the AFCEC Readiness Directorate, Requirements and Acquisition Division (AFCEC/CXA) test ranges and facilities (i.e., Bldg. 1117, facilities in the 9700 area, AFCEC fire research area at Silver Flag, test ranges, and other facilities managed by AFCEC at Tyndall Air Force Base (TAFB), FL; to include occupants assigned to these facilities by AFCEC and/or aiding organizations with AFCEC support agreements. All work performed by the contractor shall be performed in accordance with all applicable laws, regulations, Air Force (AF) standards and policies, instructions, and commercial practices. The duration of this contract is expected to be for a base period of twelve months plus four option years at twelve months each. The solicitation will be for a commercial service and prepared in accordance with RFO Part 12 Acquisition of Commercial Products and Commercial Services. The solicitation will result in a firm, fixed price contract. The successful contractor will be selected using Best Value Trade-Off source selection procedures, resulting in the best value for the Government. The government does not intend to hold a site visit prior to the solicitation response deadline. The exact date and time will be identified in the solicitation. The solicitation will only be made available via the Governmentwide Point of Entry (GPE) via https://sam.gov. No paper copies will be issued. Interested parties are responsible for monitoring sam.gov for the release of the solicitation package. The applicable NAICS Code and Small Business Administration (SBA) Size Standard for this acquisition are 541990 and $19.5M, respectively. The applicable Product Service Code is R499. This acquisition will be a competitive total small business 8(a) set-aside. To be eligible for contract awards, offerors must be registered in the System for Award Management (SAM).
