All submissions become Government property and will not be returned.
Respondents are advised that the Government is under no obligation to provide feedback with respect to any information submitted. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Any submissions in response to this Sources Sought/RFI constitutes consent for that submission to be reviewed by Government personnel and Advisory & Assistance Services (A&AS) Contractor employees supporting AFLCMC/ES. The responses may be forwarded to other Government entities in consideration for applicability to other programs. All Government and Department of Defense (DoD) contractor personnel reviewing Sources Sought/RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information. All members of the government and contractor team will be reminded of their obligation to protect such information to the maximum extent permitted or required by the Economic Espionage Act, 18 United States Code (U.S.C.) 1831 et seq., and other applicable statutes or regulations. 1.0 Introduction
The Foreign Military Sales (FMS) Branch (AFLCMC/ESAN) is seeking information regarding the acquisition of runway and airfield lighting systems at Beni Suef Air Base (AB), Egypt.
1.1 Vision
The new airfield lighting systems will replace existing lighting systems along runways 36R/18L, and 05/23 and associated ramps and taxiways. Runway 36L/18R has a new lighting system, manufactured by Youyang. Runway 36R/18L is a 3,600m runway with 450m approach lights and one PAPI system. Runway 05/23 is 3,000m long. The airfield also includes 32 shelters with taxiway lights, six taxiways between the two parallel runways and one apron.
Work will include the repair and/or replacement of all airfield ground lighting (AGL), AGL Generator and Automatic Transfer Switch (ATS), Constant Current Regulator (CCR) equipment, Uninterrupted Power Supply (UPS) system, Airfield Lighting Control & Monitoring System (ALCMS), control displays, runway lighting and all associated cabling. All parts and materials shall be provided by Youyang Airfield Lighting Equipment, Inc.
Specific work required includes, but is not limited to:
Main runway (36R/18L)
Replace existing halogen lighting system with a Youyang LED system
Replace distance remaining signage
Replace PAPI
Utilize existing handholds and conduit
Utilize existing cabling where feasible
Alternate runway (36L/18R)
Fix damaged handholds
Raise red runway end light so they can be seen 300m away (approximately four inches)
Taxiway lighting
Replace all halogen taxiway lights to the front of each of the 32 shelters
Replace halogen lights on the six taxiways between the main and alternate runway
Replace apron lighting
Provide taxiway/runway identification signage throughout airfield
Ensure system has appropriate drainage
CCR
Replace old CCRs with new CCRs to run all new systems being installed
Provide climate control to CCR room
Replace ATS in the generator room
Connect secondary generator to a MTS
Install phone in CCR and generator room with connection to the tower
ALS control computer
Update the Lighting Control System with a new map that is able to control all taxiways and the 3 runways
Replace control system in the tower and rerun the cabling, ensure connected to entire ALS system, old and new
Replace control panel in CCR and connect to the new system being installed and the CCRs controlling the secondary runway
Provide training, maintainer and operator, for all systems provided
Provide two (2) years of spare parts and consumables
Provide all required commissioning activities for system
1.2 Purpose
ESAN’s aim is to improve Beni Suef AB’s ability to operate at night and in low light conditions.
1.3 Goals & Objectives
A Request for Proposal (RFP) may be released sometime after Request for Information (RFI) responses are reviewed. The period of performance for any potential contract effort as a result of this RFI will be dependent on the offered solutions. The Contractor will be required to provide all required equipment, along with spares, and make all necessary changes, to include civil works, to provide a complete airfield lighting system at Beni Suef AB. All newly installed lighting and equipment will be compatible with existing Youyang Airfield Lighting Equipment, Inc. lighting and equipment.
2.0 Questions
2.1 For any yes/no questions, please describe, to the extent possible, how you perform the activity and/or service in question.
Interested potential sources should identify their capabilities and recent experience (last 5 years) in providing runway lighting and services similar to the capabilities requested in this RFI. Responses should address:
Existing solutions that provide capabilities as described
If not completely satisfied, capability to alter the solution to satisfy the needs of the government.
If not completely satisfied, time required to alter solution to satisfy the needs of the government.
Experience in training different skills levels in use and mastery of provided solutions.
Experience in solutions successfully supporting sustainment efforts of physical Government Furnished Equipment (GFE) or other equipment operations.
2.2 In delineating previous experience, identify the complexity, scope, dollar value, start and end dates of the effort, customer point of contact. Relate scope to the requirements identified above and describe breath of experience in delivering similar systems.
2.3 In addition to detailing how the proposed solution meets all performance requirements, please provide a response to the following questions:
What is timeline or schedule is required to deliver the proposed solution and complete the performance requirements?
