The Naval Air Systems Command (NAVAIR) intends to negotiate and award a Firm Fixed Price contract for procurement of Super Analog Module Automated Test Stand (AMATS) upgrades and spares for the Engine Electronic Control Unit (EECU) Test Bench to facilitate repairs and subsequent spares for inspection, testing, and harvesting. This effort will also include procurement of EECU evaluation as well.
This effort will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(a)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), “Only one responsible source and no other supplies or services will satisfy agency requirements.” BAE Systems is the Original Equipment Manufacturer (OEM) of the Test Bench parts and is the only company with the requisite knowledge, data, and capability needed to meet the Government’s requirements. Additionally, the Government does not possess adequate data rights in the EECU Test Bench to permit full and open competition. This notice is for informational purposes only.
