    Description

    This Sources Sought Notice is to research the number of large and small businesses capable and interested in this prospective procurement. The United States Government (USG) Army Contracting Command – Redstone Arsenal (ACC-RSA) is seeking qualified sources for a Contractor Field Service Representative (CFSR) to provide hardware and software support for the Apache Sensors portfolio, consisting of the Modernized Target Acquisition Designation Sight / Pilot Night Vision Sensor (M-TADS/PNVS) and Fire Control Radar (FCR) systems. The Apache Sensors portfolio is an advanced electro-optical fire control system used by AH-64D/E Apache helicopter pilots for long-range precision engagement and pilotage capabilities in day, night and adverse-weather missions. The CFSR will be located at Redstone Arsenal, Alabama supporting various U.S. Army units located both within the Continental United States (CONUS) and Outside the Continental United States (OCONUS). The support shall consist of training of Army military and Army Department of Defense (DoD) civilian personnel, technical assistance, and guidance with troubleshooting and repair of Sensors portfolio installed on AH-64D/E aircraft. This is a follow-on effort to contract W58RGZ-21-D-0014.  

    This acquisition is anticipated to be awarded in accordance with (IAW) Federal Acquisition Regulation (FAR) 15, Contracting by Negotiation. The resulting contract is anticipated to be a Firm-Fixed Price (FFP) and Cost-Plus Fixed Fee Delivery Indefinite Quantity (IDIQ) contract with 60 month base contract period of performance.  FAR Clause 52.217-8, “Option to Extend Services” will be incorporated to allow for a contract extension of up to six months.

    The Government does not own the Technical Data Package (TDP) for this action. The TDP is held by Lockheed Martin and Fire Control. Interested offerors responding to this notice must demonstrate that they have access to the TDP or how the requirements can be met without having this data and without incurring significant additional costs and schedule risk.

    This notice does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This notice does not commit the United States Government (USG) to contract for any supply or service whatsoever.  There is no reimbursement for any costs associated with providing information in response to this notice or any follow-up information requests.  All costs associated with responding to this notice are solely at the responding party’s expense. Not responding to this notice does not preclude participation in any future RFP. Responses to this notice are not offers and acceptance of responses does not constitute a binding contract with the USG.
