    Subject: Pre – Solicitation Notice for Air Traffic Control Services

    Mission and Installation Contracting Command (MICC) Fort Bliss is issuing a Pre - Solicitation Notice. This notice does not commit the Government to contract for any supply or service. Further, MICC Fort Bliss is not seeking proposals and will not accept unsolicited proposals. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this notice; all costs associated with responding to this notice will be solely at the interested party’s expense. Not responding to this Pre-Solicitation does not preclude participation in any future RFP, if any is issued. It is the responsibility of the vendor who is interested in any potential future solicitation(s) to monitor all sites for additional information pertaining to this requirement.

    Tentative Description of the Requirement (Details may change once the solicitation is released.)

    Air Traffic Control Services

    The Contractor shall provide the following: air traffic control services, unidentified aircraft detection service, ATC maintenance service, all project management, supervision, personnel, work vehicle, contractor employee work chairs, and non-durable items and office supplies necessary to perform ATC services at Fort Bliss, TX. These services are required to support all aircraft operations within Ft. Bliss owned or delegated airspace via coordinated agreements with Biggs Army Airfield (Biggs AAF) ATC Branch. Fort Bliss has established ATC Facilities, to include an ATC maintenance section. These facilities are responsible for positive and procedural separation of Instrument Flight Rules/ Visual Flight Rules/ Unmanned Aircraft System (IFR/VFR/UAS) aircraft within Ft. Bliss airspace, test flight areas if requested by aviators and for the maintenance of all ATC equipment.

    Completing Contract Performance: The Indefinite Delivery/Indefinite Quantity (IDIQ) ordering period will consist of an eleven (11) month Base Year with a one (1) month Phase In period; and four (4) twelve (12) month option periods. The Government reserves the unilateral right to exercise each option period.

    Plans: Any plans associated with the Air Traffic Control Services for the IDIQ will be provided when the RFP is posted.

    Set-Aside: The RFP once issued will be set-aside for 100% small business competitive concerns. In accordance with (IAW) FAR 16.202-2, the Contracting Officer may use a Firm Fixed Price (FFP) contract when acquiring commercial services. The contract will be structured as a Firm-Fixed Price Indefinite Delivery Indefinite Quantity contract (IDIQ).
