    Performance: The places of performance(s) for this PWS are:  

    The work to be performed under the BPA Task orders will be performed at the contractor’s facilities.  

    Period of Performance: The period of performance for this PWS is:   

    The period of performance is for one (1) year period from the date of award of the BPA and four (4) 1-year option periods.  

    The Government is not committed to issue a set minimum or maximum number of Tasks or dollar amount over the term of the BPA. However, the cumulative total of all Tasks issued shall not exceed the total BPA ceiling amount set upon award. BPA Cumulative Ordering Threshold NTE $991,000.00 throughout the entire potential BPA period of performance. The COR, KO, and Contractor are responsible for monitoring the threshold and shall not exceed the threshold.   

    Description of Services  

    The Contractor shall provide all personnel, equipment, supplies, facilities, tools, materials, supervision, and other items and services necessary to perform the requirements of the Blanket Purchase Agreement (BPA) for the United States Coast Guard (USCG), The Office of Aeronautical Engineering (CG-AIR-E)  to conduct basic instructional courses for application of paint on military aircraft as needed (painting patch repairs) between overhaul cycles that meet aviation industry standards. The training shall take place in both a contractor-provided classroom setting and an environmentally controlled shop/lab environment. Upon completion of each paint application course, students shall be able to conduct the steps of the paint application process and understand the safety and environmental considerations of paint application. Additionally, the contractor shall provide training and testing that would permit a successful student to receive an Aerospace Coatings Applicator Specialist (ACAS) certification, Level 1, as described in the Society for Applied Engineering (SAE) International standard AS-7489 (rev. A). Upon completion of training and successful testing (if applicable), students shall receive the certifications. 

    The BPA shall be a non-personal service for professional training services in support of the Office of Aeronautical Engineering (CG-AIR-E). The Government shall not exercise direct supervision or control over the agreement or resulting contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
