    Description

    Event:  Aircraft Engine Component Test Stand Industry Day.

    Sponsor:  United States Coast Guard (USCG), Aviation Logistics Center (ALC), Industrial Operations Division (IOD).

    Background: 

    IOD is conducting market research to replace the existing Aircraft Engine Component Test Stand (AECTS) in Building 63.

    This industry day is to identify sources to replace the existing AECTS in IOD.

    To facilitate the scope of the repair ALC will host an Industry Day on August 13, 2025. This event is part of ALC’s market research that will be used to identify potential candidates to accomplish the event listed above. The location will be USCG, ALC, located at 1664 Weeksville Drive, Elizabeth City NC 27909. The Industry Day will consist of a review of the USCG’s minimum requirements and a tour of the facilities where the AECTS will be replaced.

    Questions shall be submitted after the event, in writing to the primary point of contact listed below by August 19, 2025. Only questions received in writing will be answered and posted to SAM.Gov.

    As part of the Industry Day, the USCG will be requesting a Rough Order of Magnitude (ROM) be submitted by all interested parties by August 26, 2025. ROM information provided by vendors will not be released to the public or any other vendors. This information is for market research purposes only.

    Vendors are requested to provide the following information in their ROM, along with expected lead time of equipment/parts and a proposed Period of Performance:

    Event - Provide a Rough Order of Magnitude (ROM) to ensure the product meets the necessary criteria.

    Requirements of the IOD AECTS may include, but are not limited to:

    Complete replacement-in-kind of the existing test stand.

    Existing Unit Technical Details:

    DESCRIPTION

    The Generator/CSD/IDG Test Stand is an electrically operated, stationary-mounted unit composed of a drive motor base assembly including the autotransformer and drive controller, control console and

    hydraulic package assembly, ac/dc load bank assembly and dc power supply assembly. The

    Test Stand is capable of being operated with these four assemblies as separate subassemblies.

    PURPOSE

    The purpose of the Test Stand is to perform complete tests and checkout of all aircraft power

    generation system components, including ac and dc, both air-cooled and oil-cooled systems

    including constant speed drive-generator packages.

    BASIC OPERATIONAL SPECIFICATIONS

    Load Bank Assembly:

    28 Volts, DC 0-904 Amperes

    120/208 Volts, AC, 90 kw continuous (261 amps, 3-phase, 4-wire, 400 200 volts line-to-line) infinitely cycle, resistive-reactive adjustable (0 to rated kw) loading

    Loading Increments Variable: 0 to 55 Amperes

    Fixed: 50-100-200-200-450- 450 Amperes

    Drive Characteristics:

    Rated Horsepower 150 (2,000 rpm to 3,800 rpm)

    Speed Regulation +1% (1,000 rpm to 3,800 rpm)

    Replacement unit will have to be modified to accommodate Coast Guard specific needs.

    Existing electrical infrastructure should be reused to the maximum extent possible.

    Contractors must register to attend this event.

    Who Should Attend

    Attendance is limited to companies with demonstrated expertise.  Prior federal contracting experience is not required. 

    Registration:  Please limit the number of attendees from your company to two (2) people.

    There is no cost to attend this event.  There will be no refreshments served at this event.

    Day of Event:  Onsite registration will begin at 9:00am EST on August 13, 2025. 

    Please allow 15 minutes for security screening required to enter USCG Base Elizabeth City.  This event is open to U.S. citizens only.  Government issued photo ID (i.e. driver's license) will be required for admittance.
