    DESCRIPTION OF WORK:

    This is a Design-Bid-Build (DBB) project to repair and reconfigure the airfield 15 kilovolt (KV) circuit feeders P-84 and P-85 at Andersen Air Force Base (AAFB), Guam.

    Reconfigure circuit P-84 and P-85 connection to active loads (two transformers) to avoid crossing runways. Provide redundant circuit connection for the two active transformers, provisions for future airfield loads/projects, provide connection between Switchgear “D” and Switchgear “E” to provide redundant circuit connection between MSA and TACAN (due to disconnection of circuit P-85), new feeder connection to Hangar 1 to eliminate existing submersible switch at MH-2.

The applicable North American Industry Classification System (NAICS) code for this acquisition is 238210 Electrical Contractors and Other Wiring Installation Contractors with a small business size standard of $19 million.

    REQUEST FOR INFORMATION:

    Any Requests for Information (RFIs) regarding this solicitation are due on or before 2 April 2025 at 1400 hours ChST and shall be submitted electronically via email to the notice POCs. The Government does not intend to respond to inquiries submitted after this deadline.

    All questions will be answered via Q&A format and amended into the solicitation. It is the offeror's responsibility to monitor SAM.gov for any amendments or changes. Subject line for all correspondence shall contain FA524025B0002, Repair Tie Feeder Circuit P-84 and P-85.

    BID SUBMISSION:

    Bids shall be submitted electronically through the Procurement Integrated Enterprise Environment (PIEE) at the link below.  See Section L and the Proposal Manager Instructions (Attachment 11).
