FY25 N80 Earth Covered Magazine Replacement, White Sands Missile Range, Dona Ana County, NEW MEXICO

The proposed procurement is an 8(a) competitive set-aside, and thus competition is limited to SBA certified 8(a) program participants under NAICS 236220 with a size standard of $45,000,000.00. The magnitude of construction for this project will be between $5,000,000.00 and $10,000,000.00. Bonding will be required for this acquisition. Offerors attention is directed to Section 00 21 00 in the Solicitation for information regarding the tour of the site. Plans will be issued on or about 28 July 2025, with proposals due on or about 28 August 2025. Offerors are advised that this requirement may be delayed, cancelled, or revised at any time during the solicitation, or final award process.

THE PROJECT consists of the construction of a 25’ X 80’ Modular Storage Magazine. Demolish and dispose existing Bldg. 22812/N80 Earth Covered Magazine (ECM) and replace with a 25’ X 80’ Modular Storage Magazine Type Navy STD 421-810-08, at White Sands Missile Range, NM. The project shall be designed and constructed in accordance with Navy 25’X80’ Modular Storage Magazine Drawing 14115969_09272022.  The new ECM Facility will also include climate control.  Project includes new concrete pavement driveway to ECM, polyurea linings or cementitious composite erosion control mats for slope protection, electrical service connection to new ECM, Intrusion Detection System (IDS) connection to new ECM, and perimeter fencing/gate revisions to meet security requirements for the new ECM. This project will include electrical door operations, IDS, HVAC, lightning protection and grounding. Facilities will be designed to a minimum life of 40 years in accordance with DoD’s Unified Facilities Criteria (UFC 1-200-02) including energy efficiencies, building envelope and integrated building systems performance.

THE PROJECT will be advertised as an Invitation for Bid.  Proposed procurement will result in a firm-fixed price contract.
