This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

NOTICE: The U.S. Department of Energy (DOE) National Energy Technology Laboratory (NETL) is issuing a Request for Quote (RFQ), 89243324QFE000429 for American National Standards Institute (ANSI) Annual Digital Subscriptions Renewal for the period of 09/01/2024 – 08/31/2025 per attached Licensed Standards List.

Interested vendors may submit their quotation on the attached RFQ Standard Form (SF) 18, and provide all supporting documents, as necessary, via the FedConnect portal at www.fedconnect.net, by 5:00 PM ET on July 27, 2024. All documents must be submitted to the FedConnect portal – quotes will not be accepted via another method.

EVALUATION: Selection will be based on the vendor’s quotation that is considered technically acceptable with the lowest firm-fixed price quote. The Government anticipates issuing a single award from this RFQ. To be considered for evaluation, vendors must quote and price each/all item listed in the solicitation per attached Licensed Standards List. Technical acceptability will be determined solely on the content and merit of the information submitted in response to this solicitation in meeting the attached Licensed Standards List. Therefore, it is essential that vendors provide a quote and price each/all items listed on the Licensed Standard List, provide sufficient documentation, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability.

PRICING: This RFQ requests a firm-fixed price (FFP) quote for all requirements as described herein Vendors must provide a price for EACH item on the Licensed Standards List AND a TOTAL price for all of the items. Failure to follow these instructions may result in quote being considered non-responsive and not considered for award.
