AMS SUPPORT SERVICES

Request for Information

This is a combination RFI/Sources Sought/Notice of Intent on behalf of the Naval Air Station, Patuxent River, MD. The requirement is to continuously analyze, design, develop, test, deploy, sustain, upgrade, manage, evaluate, and oversee the Acquisition Management System (AMS) applications, the Knowledge Management System (KMS) portal, and other associated software application interfaces—including the analytics and visualizations derived from these systems—resides within the Procurement Group, Acquisition Technology Division (PGATD), located at Patuxent River, Maryland.

The Government intends to negotiate on a sole source basis with Precise Systems, Inc., 22290 Exploration Drive, Suite 4, Lexington Park, MD 20653, under the authority of FAR 6.302-1(a)(2)(iii)(B).

Precise Systems has the requisite skillset to perform the required effort without unacceptable delays, and compromising audit and mission readiness for NAVAIR and Navy customers. Precise Systems is currently providing support for the Acquisition Management System (AMS) applications, the Knowledge Management System (KMS) portal, and other associated software application interfaces; and are considered Subject Matter Experts (SMEs) in these areas.  Precise Systems is the sole contractor capable of meeting current tasking needs in the time allotted to avoid a gap in services, to achieve full Audit readiness, and to sustain this readiness in the out years. Accordingly, Precise Systems is the only vendor that is capable of providing the required support.

The NAICS code for this procurement is 541511 - Custom Computer Programming Services.  Although this notice of intent is not a request for competitive proposals or quotes, interested parties may submit comments in writing to the Contract Specialist, Elizabeth Chandler, Command Operations Procurement Group and may be reached via email to elizabeth.t.chandler.civ@us.navy.mil.  A determination by the Government not to compete based upon response to this notice is solely within the discretion of the Government.
