The Department of Veterans Affairs intends to negotiate urine toxicology screening services for VA Boston Healthcare System, Cooperative Studies Program (CSP). The services support an ongoing research study to compare the effectiveness of two formulations of buprenorphine (subcutaneous vs. sublingual) in Veterans with moderate-to severe opioid use disorder. Changing testing laboratories during the study collection period jeopardizes the critical data points that are being collected due to differences in machine calibrations. A sole source contract will be negotiated with incumbent Redwood Toxicology, a large business. The contractor will provide the required screening supplies to participating VA sites, perform urine toxicology screenings, and if required, confirmation testing. Since the intent is to procure this on a sole source basis, no solicitation will be posted to Contracting Opportunities on SAM.gov. The authority for this action is FAR 6.302.1-1 Only One Responsible source and no other supplies or services will satisfy agency requirements.  The NAICS 621511. The size standard is $41.5M.
