Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice.
The Mission and Installation Contracting Command - Fort Hood (MICC-FH) has a requirement for analytical engineering support services for the United States Army Training and Doctrine Command (TRADOC) Analysis Center (TRAC) in support of mission requirements. These requirements relate to performing modeling and simulations, scenarios, war gaming, exercises and experimentations, physical security, technical reports, access control, as well as analysis and engineering mission support.

A DRAFT Performance Work Statement (PWS) is included in this pre-solicitation notice. Questions or feedback related to this notice and draft PWS can be submitted via email to DeJahn Ingram, dejahn.t.ingram.civ@army.mil and Traci Leonard, traci.d.leonard2.civ@army.mil no later than 26 August 2025, 10:00 am CST using the attached excel spreadsheet labeled “Questions from Industry”. Questions sent via email shall be submitted using the subject line "AEMSS Draft Feedback". Each subject shall reference the specific PWS Section in questions or comments, for example, "Section 1.3.1 states...." The Government does not intend to provide individual responses to questions, comments, or feedback in response to the draft PWS. Please do not send any proposals as this is NOT a Request for Proposal.

The Government intends to make a Total Small Business set-aside award for this requirement. This requirement will result in a firm fixed-priced (FFP) indefinite delivery/indefinite quantity (IDIQ) contract, NAICS code 541511, Custom Computer Programming Services, with a small business size standard of $34,000,000.00. The anticipated performance is a 60-month ordering period from 1 February 2026 - 31 January 2031.

This procurement will be made using the procedures found in FAR Part 15, Contracting by Negotiation. The Government anticipates issuing a solicitation on or about 15 September 2025, as a Request for Proposal (RFP) W91151-25-R-A011, with a tentative closing date of 15 October 2025. The solicitation will be posted on the Government Point of Entry (GPE) website located at http://www.sam.gov.
