    PERFORMANCE WORK STATEMENT (PWS) FOR CLINICAL NURSE TRANSITION PROGRAM ACCREDITATION FEES AND APPLICATION FEES

    1.  General: This is a service/supply service contract to pay for fees associated with Clinical Nurse Transition Program (CNTP) Nurse Residency Program Accreditation Fees for FY25 – FY FY29 at Womack Army Medical Center (WAMC), Fort Bragg, North Carolina. 

    2. Description of Services/Introduction:  This contract will pay the annual accreditation fees one residency program for the next 5 years.

    3. Background: Womack Army Medical Center, as designated by the Defense Health Agency (DHA), is responsible for conducting residency and fellowship programs to train new graduate nurses in support of the Army’s mission.  The Clinical Nurse Transition Program (CNTP) at WAMC directly influences 20-25 Army nurses every year, training over 50 percent of the total staffing for inpatient medical surgical nursing services. Therefore, accreditation of the CNTP directly impacts the quality of nursing provided to all beneficiaries and families in the Fort Liberty, NC marketplace. This is a sole source requirement with the ANCC. This organization sets the global standard for 6-month residency programs that transition registered nurses (RNs) into new practice settings. ANCC utilizes evidence -based criteria to evaluate transition programs and ensure demonstrated excellence.  This accreditation has been achieved by Walter Reed National Military Medical Center (WRNMMC) and has been maintained for over 5 years with distinction. Womack Army Medical Center (WAMC) is seeking to match the excellence demonstrated by WRNMMC.

    4. Objectives:  To sustain accreditation of one existing residency programs.

    5. Scope:  Below are the accreditation requirements for FY25-FY29:  The initial accreditation and first annual fees were paid on a 3953, a base +4 contract will cover the subsequent annual fees and the reaccreditation fees in FY27.

    6. Services:

    a. All services provided by the contractor will be accomplished virtually there is no need for Government furnished property, equipment, or services.

    b. All services provided by the contractor will be accomplished off site at the contractor’s established facilities, using their equipment and services. There will be no in person site visits and no TDY costs associated with such visits. No need for contractors to complete AT LV1 training certifications. The virtual visit will be coordinated and staff by WAMC employees associated with the

    c. The accrediting body will be available to program directors through email and hosted learning sessions as needed throughout the years.

    d. Womack Army Medical Center CNTP Residency staff are responsible for submitting all documentation to support continued accreditation, full reports are due from the hospital during accreditation or reaccreditation years including the self-study and additional documentation upon request.  WAMC is currently accredited and Annual reports are due annually in September.  All documents are submitted virtually to the contractor.
