    Description

    The U.S. Embassy Singapore invites qualified architectural-engineering (A/E) firms to submit statements of qualifications for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to provide architectural, engineering, design, and related professional services for renovation, alteration, repair, and minor construction projects at U.S. Government facilities in Singapore.

    This procurement is being conducted in accordance with FAR Subpart 36.6, Selection of Architects and Engineers. The Government will evaluate firms based solely on demonstrated competence and qualifications. No pricing information is requested or shall be submitted in response to this announcement.

    The Government intends to award one or more IDIQ contracts resulting from this solicitation and reserves the right to make multiple awards if determined to be in the best interest of the Government. The contract(s) will consist of a one-year base period and four one-year option periods. The aggregate cumulative value of all task orders issued under all resulting contracts shall not exceed USD $350,000 over the five-year ordering period.

    Task orders will be issued on an ad hoc, as-needed basis. The minimum guarantee for each contract awarded shall be USD $500. The Government does not guarantee any work beyond the stated minimum guarantee.

    Work may include, but is not limited to:

    • Architectural design services;
    • Interior renovations and space planning;
    • Mechanical, electrical, and plumbing (MEP) engineering;
    • Structural engineering;
    • Fire protection and life safety design;
    • Preparation of construction documents, specifications, and cost estimates;
    • Construction administration and inspection services; and
    • Other related A/E services as required.

    Firms responding to this announcement on or before the closing date will be evaluated and considered for selection using the following criteria, listed in descending order of importance:

    • Professional qualifications necessary for satisfactory performance of required services;
    • Specialized experience and technical competence in interior renovation, rehabilitation, repair, and minor construction projects of similar scope and complexity performed in Singapore;
    • Specialized experience and technical competence in architectural  renovation, rehabilitation, repair, and minor construction projects of similar scope and complexity performed in Singapore;
    • Demonstrated experience performing architectural and engineering services in Singapore, including knowledge of applicable Singapore laws, codes, permitting requirements, construction practices, and other local regulatory requirements relevant to the performance of the required services;
    • Capacity to accomplish the work in the required time, including the ability to manage multiple task orders simultaneously and attend in-person meetings, site visits, inspections, and coordination meetings in Singapore as required;
    • Past performance on contracts with Government agencies and private industry in terms of quality of work, cost control, compliance with performance schedules, and project management effectiveness; and
    • Demonstrated ability to legally perform architectural and engineering services in Singapore, including possession of all licenses, registrations, permits, and authorizations required under Singapore law and applicable Department of State acquisition regulations, including DOSAR requirements relating to professional licensing and performance overseas.

    The Government will evaluate statements of qualifications and performance data submitted pursuant to this announcement and may conduct interviews with firms considered to be among the most highly qualified in accordance with FAR 36.6 procedures.

    Submission Requirements

    Interested firms shall submit a completed Standard Form 330 (SF-330), Architect-Engineer Qualifications, and supplemental documentation demonstrating the firm’s qualifications and legal authorization to perform architectural and engineering services in Singapore.

    In addition to the SF-330, firms may submit supplemental information demonstrating their capability to perform architectural and engineering services in Singapore.

    Prior to award, the Government may require the most highly qualified firm(s) to provide documentation demonstrating legal authorization and eligibility to perform work in Singapore, including applicable business registrations, professional licenses, permits, tax registrations, and other documentation necessary to verify compliance with Singapore law and applicable Department of State regulations.

    The Government may also require evidence of the ability to obtain and maintain required insurance coverage, including professional liability insurance and any Defense Base Act (DBA) insurance applicable to task orders issued under the contract.

    Firms selected for award must be actively registered in the System for Award Management (SAM) and maintain an active Unique Entity Identifier (UEI) prior to contract award.

    The Government reserves the right to cancel this requirement at any time and reserves the right to reject any or all submissions.

    The Government will not reimburse any costs incurred by firms in preparing or submitting statements of qualifications, supplemental information, interview presentations, or any other materials in response to this announcement. All costs associated with responding to this notice, including any costs related to interviews, site visits, or presentations requested by the Government during the evaluation process, shall be borne solely by the responding firm.
