W912EE - The USACE Vicksburg District is seeking input from industry through participation in an Industry Day event to be held virtually on September 15, 2025.

The district is seeking participation from qualified and capable contractors with the interest, capability and capacity to perform the scope-of-work indicated, capable of mobilizing immediately after the receipt of Notice-to-Proceed.

This project is in the very early design stages and the schedule for contract advertisement will be determined at a later date.  The proposed project generally includes construction of a new outlet works at Arkabutla Dam and abandonment/closure of the existing outlet works once the new outlet is in operation.  Additional information regarding the current scope of work is included below.

In accordance with Defense Acquisition Regulation (DFARS) 236.204(v), the estimated magnitude of construction is Over $500,000,000. This project has an estimated construction completion time of 6 to 7 years after the receipt of Notice to Proceed, including the time for prework submittals and material procurement. NAICS – 237990 – Other Heavy and Civil Engineering Construction, with a small business size standard of $45M. 

VIRTUAL DAY PARTICIPATION INSTRUCTIONS:

An Industry Day for the Arkabutla Dam Modification Project at Arkabutla Lake Dam will be held on 15 September, 2025, 8:00 a.m. to 10:00 a.m., CST. The Industry Day will be held virtually, and the presentation and a list of attendees will be posted after the conclusion of the virtual industry day. Contractors planning to attend the main presentation on September 15 are asked to complete the Pre-registration Form attached to this notice and return a copy to Lawren Boolos at lawren.boolos@usace.army.mil. Please submit the pre-registration form no later than September 8, 2025. A list of participants and interested firms will be posted to this notice following the Industry Day.

Industry day will begin promptly at 8:00AM CST on September 15, 2025, for the main presentation. The Teams application will open for participants to log on at 7:30am CST.

The Government will also be conducting one-on-one sessions with prime contractors only, for the purpose of receiving industry responses to the attached list of technical questions to be used to improve the final Project Design, and Request for Proposals. Please note that these one-on-one meetings are not intended to be general capability briefings and are not opportunities for contractors to market their firms. These one-on-one sessions will be held on the following days: September 16-17. Prime Contractors will be required to sign up for these individual sessions in advance by emailing Lawren Boolos at lawren.boolos@usace.army.mil. The availability for the sessions will be on a first come first serve basis. Registration shall be done NLT September 8, 2025.
