    Description

    The Airfields and Pavements Branch (APB) Asphalt Materials Research Laboratory of the U.S. Army Engineer Research and Development Center (ERDC), Vicksburg, MS, is conducting research to demonstrate the technical merits and operational enhancement provided by the automation of crack sealing asphalt pavements. Commercially available technology capable of executing automated crack sealing has been developed by Robotic Maintenance Vehicles, LLC (RMV). Preliminary feasibility of the RMV technology has been assessed by the U.S. Air Force, but further research is needed to transition the technology to the army and validate its use in relevant operational environments.

    This service contract will supply equipment, materials, and services required to carry out the research trial, which is to include the field applications of crack sealant with the RMV at four Army Installations. The field applications will occur on sections of roadway to be identified in conjunction with installation personnel. The applications will cover at least two lane-miles of pavement, with the exact area considered subject to vary depending on crack density on the pavement selected.

    Following the field applications, the APB Asphalt Lab team will perform testing and evaluation of the crack sealed pavement, specifically visual assessments of crack sealing quality. The APB Asphalt Lab team will communicate with Army installation personnel to coordinate site selection, demonstration, and access to the installation for the RMV team. Additionally, the APB Asphalt Lab team will work with the installation personnel to receive feedback on the performance of the sealed cracks over time.

    The award will be issued in accordance with FAR 13.106(b)(1)(i). The applicable North American Industrial Classification System Code (NAICS) code is 333120, Construction Machinery Manufacturing.

    This notice is not a request for competitive quotes or proposals.  A solicitation will not be issued.  However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.  The information submitted must be provided in sufficient detail to demonstrate the vendor’s ability to fulfill this requirement.  The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. 

    Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.  A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
