Commander Fleet Readiness Centers (COMFRC), located at the Naval Air Station Patuxent River, MD hereby gives notice of their intent to award a purchase order to Advanced Simulation Technology, Inc. (ASTi), 500A Huntmar Park Drive Herndon, VA 20170 (Cage Code: 0VFW3) on a sole source basis in accordance with the Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(i), only one source reasonably available and no other supplies or services will satisfy agency requirements. The MH-60R/S software support Mission Software Fleet Support Team (MS FST) has been tasked to procure and maintain software. ASTI Audio & Communication System is the OEM for the Telestra SN 52107 computer which resides in our MH-60R/S Test Bench. To meet security requirements this computer (Telestra SN 52107) software needs to be patched and updated quarterly. The OEM retains proprietary knowledge of the presently installed system. The OEM holds the rights on the patent of the software that meets Government specific requirements. ASTi is the only known qualified source capable of satisfying the Government's specific requirement and mission for this procurement. For this reason, the Government intends to procure this product on a sole source basis from ASTi (Cage Code: 0VFW3). THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, which, if received within two (2) calendar days after the date of the publication of this synopsis, will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitve procurement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
