**UPDATED** AUTOMATED TEXTING SUBSCRIPTION

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. The solicitation number is W91151-25-Q-A056. This combined synopsis/solicitation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-05, effective 07 August 2025 and DFARS Defense Publication Notice Current to DPN: 17 January 2025.
MICC Fort Hood intends to award a Firm-Fixed-Price Contract for Automated Texting Subscription. The North American Industrial Classification System (NAICS) code for this procurement is 513210 – Software Publishers, Business Size Standard $47M. This requirement is a 100% Total Small Business Set-Aside acquisition. See the attached Performance Work Statement (PWS) for full requirement details.

This solicitation will close at 12:00 PM Central Time on September 24, 2025. Quotations received after this date and time will be considered late in accordance with FAR 52.212-1(f) and will not be evaluated. The Contracting Officer intends to make an award without discussions; however, that does not prevent the Contracting Officer from holding discussions if it is in the best interests of the government. All quotes must reference and acknowledge all amendments posted to this solicitation, if applicable.
