    Description

    The Manchester VA Medical Center located at 718 Smyth Road, Manchester, NH has a requirement for a Firm Fixed Price service contract to conduct campus-wide Asbestos Containing Materials (ACM) survey and will serve to identify existing conditions of several buildings on campus, which will enable current and future construction projects to have an understanding of ACM risks existing in project areas as accurately, completely, and precisely as possible. The survey shall include accessible areas of all site buildings (including but not limited to behind/through access hatches, inside accessible drop-ceiling spaces and crawlspaces, etc.) and, if present, suspect materials on the exterior of buildings. Inaccessible suspect materials (e.g., behind walls or pipe chases) shall be noted in the database as presumed ACM, and Contractor will capture and provide all available information (e.g. location/quantity estimates based on visible conditions above walls, etc.) regarding presumed ACM. SCOPE: The scope of this project is for a complete and accurate campus-wide Asbestos Containing Materials (ACM) survey for Manchester VAMC. For the purpose of this project, ACM is defined as any material containing more than 1% asbestos and is synonymous with Asbestos Containing Building Materials (ACBM). It is intended to refer to all materials that would fall under either the EPA Asbestos Hazard Emergency Response Act (AHERA) regulations or the OSHA Asbestos Standards. It shall be the Contractor s responsibility to identify the applicable federal, state, and local laws and regulations and Veterans Health Administration (VHA) Directives and apply the procedures and protocols, as required. The project includes, but is not limited to, providing materials, tools, testing, and qualified and competent personnel for conducting an asbestos survey of all buildings at the facility. Qualified and competent personnel shall meet the requirements of and be certified by the State of New Hampshire.
