    SUBJECT: Sources Sought Notice – Pacific Friendship 2026 (Vietnam) Support Services

    The 921st Contracting Battalion, Wheeler Army Airfield (WAAF), HI is issuing this sources sought as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for Pacific Friendship 2026 (Vietnam).

    The intention is to procure these services on a competitive basis. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS PROCUREMENT MAY BE PROCURED THROUGH FULL AND OPEN COMPETITION. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.

    PLACE OF PERFORMANCE

    The work to be performed under this contract will be at various locations within Vietnam in support of military exercise Pacific Friendship 2026. Specific sites will be identified in the Performance Work Statement (PWS) but will include areas designated for exercise operations, billeting, and training.

    REQUIREMENTS BACKGROUND

    This is a non-personal services requirement to provide comprehensive logistics support for U.S. forces participating in Pacific Friendship 2026. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform the following:

    • Base Life Support (BLS): Including but not limited to portable latrines, handwashing stations, greywater/blackwater removal, laundry services, power generation, and HVAC support.
    • Transportation: Providing various vehicle types (buses, cargo trucks, and light vehicles) for personnel and equipment movement within Vietnam.
    • Catering Services: Providing prepared meals (breakfast, lunch, and dinner) and bottled water in accordance with U.S. health and sanitary standards.
    • Interpretation Services: Providing qualified linguists (English/Vietnamese) to support coordination between U.S. forces and host nation entities, potentially integrated into the service lines mentioned above.

    REQUIRED CAPABILITIES

    If your organization has the potential capacity to perform any of these requirements, please provide the following information:

    1. Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization;
    2. Tailored capability statements addressing the particulars of this effort, specifically highlighting experience operating within Vietnam.

    The Government will evaluate market information to ascertain potential market capacity to:

    1. Provide supplies and services consistent in scope and scale with those described in this notice;
    2. Secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform in a foreign OCONUS environment (Vietnam);
    3. Implement a successful project management plan that includes: compliance with tight exercise schedules; host-nation labor law compliance; and risk mitigation for international logistics;
    4. Provide services under a performance-based service acquisition contract.

    ELIGIBILITY

    The vendor must demonstrate the capability to perform in the required designated area (Vietnam).

    ADDITIONAL INFORMATION/ ATTACHMENTS

    Interested parties are requested to submit a capabilities statement of no more than 5 pages in length in Times New Roman font of not less than 10 pitch. (Note: Increased page count recommended given the complexity of OCONUS BLS compared to local dumpsters).

    The deadline for response to this request is no later than 12:00 PM, HST on 28 February 2026. All responses under this Sources Sought Notice must be e-mailed to Contracting Specialist SSG Stephen Cochran at stephen.l.cochran4.mil@army.mil and CC Contracting Officer SFC Mandy Francisco at mandy.n.francisco.mil@army.mil.

    The anticipated contract action will be a Firm Fixed Price (FFP) contract. The estimated period of performance will be in June 2026.

    REQUIRED DOCUMENTATION

    This documentation must address at a minimum the following items:

    1. Experience in Vietnam: What capabilities and past performance can your company provide specifically within Vietnam or the SE Asia region?
    2. Logistics & Mobilization: What is the lead time required to mobilize equipment and personnel to the exercise sites in Vietnam?
    3. Linguistic Support: Describe your ability to provide Vietnamese/English interpreters to support the various service requirements.
    4. Company Profile: Provide a statement including status and company profile to include number of employees, office locations, UEI number, etc.

    Your response shall be electronically submitted to the Contract Specialist, SSG Cochran, Stephen in either Microsoft Word or Portable Document Format (PDF). All data received marked as corporate or proprietary will be fully protected from any release outside the Government.
