    Description

    DESCRIPTION: The U.S. Army Corps of Engineers (USACE) Europe District intends to seek proposals for a contract to construct concrete tent pads, gravel bed, site improvements and utility connections for developing base expeditionary airfield resources (BEAR) to beddown 576 personnel. The utilities include potable water, sanitary sewer, electrical power, and communication.

    TYPE OF CONTRACT: The intended solicitation will be for award of Firm Fixed Price (FFP) stand-alone (C-Type) construction contract. 

    TYPE OF SET-ASIDE: This acquisition will be an unrestricted action under full and open competitive conditions.

    SELECTION PROCESS: The acquisition will be a Best-Value procurement, utilizing the Tradeoff process (see FAR 15.101-1). This process allows for a tradeoff between non-cost factors and price and allows the Government to accept other than the lowest priced proposal or other than the highest technically rated proposal to achieve a best-value contract award. Award will be made to the best overall proposal that is determined to be the most beneficial to the Government.

    CONTRACT MAGNITUDE: The project’s anticipated magnitude of construction is between $5,000,000.00 and $10,000,000.00 with a construction duration of 17 months from issuance of the Notice to Proceed.

    SOLICITATION INFORMATION: The solicitation and resulting proposals will be mediated electronically via the Solicitation Module of the Procurement Integrated Enterprise Environment (PIEE) site: https://piee.eb.mil/. All amendments will be made available for viewing in PIEE. It shall be the Offeror's responsibility to check the website for any amendments. Proposals submitted by mail or hand-carried will not be evaluated. Proposals sent through proprietary or third-party File Transfer Protocol (FTP) sites or DoD SAFE will not be retrieved. It is the responsibility of the Offeror to confirm receipt of proposals. All proposals received after the exact time specified for receipt shall be treated as late submissions and will not be considered except under facts and circumstances allowed by the FAR.     NOTE: Offerors are cautioned to ensure that they are fully registered in SAM in advance of proposal submission, throughout the proposal review period, and through contract completion and warranty. Failure to maintain SAM registration may render your proposal ineligible for award. Solicitation documents, plans and specifications will only be available via PIEE.

    ANTICIPATED SOLICITATION RELEASE DATE AND AWARD DATE: The Government anticipates releasing the solicitation on or about 1 October 2025. The Government intends to have proposals due on or about 3 November 2025 and award the contract in the December 2025 timeframe. Actual dates and times will be identified in the solicitation.     NOTICE TO OFFERORS: The Government reserves the right to cancel any or all of the solicitation(s), either before or after the proposal opening with no obligation to the offeror by the Government.
