    The U.S. Embassy Mexico City has a requirement for the installation of Bird Netting at the New Office Building (NOB), Sun Control Device Façades, and Pyramid-Shaped Enclosures in Mexico City, Mexico.

    The estimated delivery schedule for this service is 60 days. It is expected that once awarded, the service shall be completed no later than December 1, 2025. Delivery of items shall be in Mexico City.

    The selected offeror will be fully responsible for providing the service as described in the RFQ document, which will be published on SAM.gov. This includes obtaining any necessary local government permits (including import permits) and licenses, as well as adhering to the quality standards specified in the RFQ document. Offerors will be responsible for presenting an offer that considers the elements listed below, and if a discrepancy is identified, the offeror will be responsible for flagging it in the quotation.

    The offeror shall provide complete information about the items being quoted in conformance with the requirements stated in the scope of work, such as descriptive literature, manuals, maintenance procedures, and technical datasheets, as applicable. Items shall comply with the industry’s minimum quality standards and any additional warranty requirements specified in the RFQ document.

    All offerors that respond to the solicitation must be technically qualified and financially responsible to perform the work. At a minimum, each offeror must meet the following requirements when submitting their quotation:

    The offeror shall provide:

    1. The name of a Project Manager (or other liaison to the U.S. Embassy/Consulate) who understands written and spoken English;
    2. Evidence that the offeror/quoter operates an established business with a permanent address and telephone listing;
    3. A list of projects completed over the past two years, demonstrating relevant past performance and references (provide dates of contracts, places of performance, contact names, telephone numbers, and email addresses). If the offeror has not performed comparable services in Mexico, then the offeror shall provide its international experience. Offerors are advised that the past performance information requested above may be discussed with the client’s contact person. In addition, the client’s contact person may be asked to comment on the offeror’s:
      • Effectiveness of management;
      • Willingness to cooperate with and assist the customer in routine matters and when confronted by unexpected difficulties; and
      • Business integrity/business conduct.
    4. A detailed timeline of the project management.
    5. A summary of the staff responsible for the project, summarizing their qualifications and experience, and demonstrating why they are relevant to this project.

    The Government will use past performance information primarily to assess an offeror’s ability to meet the solicitation requirements, including the relevance and success of the offeror’s work experience. The Government may also use this data to evaluate the credibility of the offeror’s proposal. In addition, the Contracting Officer may use past performance information in making a determination of responsibility.

    All offerors are to be registered in the SAM (System for Award Management) Database prior to submitting a quotation pursuant to FAR provision 52.204-7 (https://www.sam.gov). The guidelines for registration in SAM are also available at:  https://sam.gov/content/entity-landing.
