Amendment 0002

The purpose of this amendment is to provide responses to submitted questions (C05g 1240LS26Q0055 Questions and Answers), incorporate the applicable wage determinations (C05b WD 2015‑5401 Ravalli County; C05c WD 2015‑5393 Montana County; C05d WD 2015‑5399 Beaverhead County; and C05e WD 2015‑5511 Idaho County), and incorporate ordering procedures (C05f 1240LS26Q0055 Ordering Procedures). All other terms and conditions remain unchanged.

Amendment 0001

The purpose of this amendment is to extend the quote submission deadline and to provide updated responses to vendor inquiries. Quotes are now due no later than Monday, July 27, at 2:00 PM Pacific Time. Updated questions and answers will be issued by 5:00 PM Pacific Time on Thursday, July 23, 2026. All other terms and conditions of the solicitation remain unchanged. Please see attached SF-30 (C05 SF30 1240LS26Q0055_Amd_0001).

Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation.  Quotations are being requested and a separate written solicitation will not be issued. 

Solicitation number 1240LS26Q0055 is issued as a Request for Quotation (RFQ) for the delivery of services and equipment to National Forest recreation sites within the Bitterroot National Forest that may include as needed services and/or recurring services based on seasonal or emergency needs. Services include pumping out precast concrete vaults toilets.  

This acquisition  is set-aside for small business concerns.  The applicable North American Industry Classification Standard Code is 562991 – Septic Tank and Related Services.  The small business size standard is $9.0 million.  This acquisition is a Total Small Business Set-Aside.  All responsible sources may submit a quotation which will be considered by the agency. 

Questions shall be submitted via email to tanya.linnell@usda.gov and are due no later than July 20, 2026 at 4:00 PM Pacific Time.  This will ensure enough time to respond before the solicitation period ends.  Please include the solicitation name and number as the subject line of the email.

Offers are due at the email address above no later than July 22, 2026, at 10:00 AM Pacific Time. See 52.212-1 Instructions to Offerors – Commercial Products and Commercial Services (NOV 2025) for instructions on submission of offers. Incomplete offers may be excluded from further evaluation and award consideration.

Statement of Requirement

The Bitterroot National Forest has a requirement for vault toilet pumping services at multiple locations outlined in the Statement of Work and attached Maps. This includes all equipment, supervision, transportation, labor, operating supplies, and incidentals necessary to pump, wash, recharge, cleanup, disinfect, and dispose of all waste products removed from the toilets in accordance with the attached Statement of Work.
