A survey confirmed that the building’s ready-to-use coaxial cable system is proprietary to Spectrum/Charter, and no other provider can utilize or replace this infrastructure without causing unacceptable delays or incurring substantial duplication of costs. Based on these findings, a sole-source procurement is justified.
