    Description

    This notice is a notice of intent, not a request for a quotation. A solicitation will not be issued and quotes will not be requested.

    The National Institutes of Health (NIH), Clinical Center, Office of Purchasing and Contracts, on behalf of the Department of Transfusion Medicine (DTM), intends to award a firm-fixed-price contract for a twelve (12) month base period to Manage Incorporated for Blood Bank Control System (BBCS) Server System IBM Hardware and Software Support Services.

    The period of performance is from 03/17/2026 to 03/16/2027.

    Background

    The NIH Blood Bank, managed by the NIH Clinical Center Department of Transfusion Medicine (CC/DTM), collects blood and blood components for transfusion to NIH patients and collects blood components for laboratory use by NIH researchers.

    The NIH Blood Bank is:

    • Licensed by the U.S. Food and Drug Administration (FDA)

    • Accredited by the American Association of Blood Banks (AABB) as a blood donor center and transfusion service.

    The Blood Bank Control System (BBCS) ABO Suites is a comprehensive blood bank software application used to support donor management and transfusion services. The software assists personnel with:

    • donor recruitment

    • blood collection services

    • inventory management

    • donor testing

    • shipping and receiving

    • transfusion services

    • reference laboratory services

    • quality assurance activities

    The BBCS application resides on IBM Power9 servers and utilizes PowerHA technology to support high availability and failover capabilities between sites.

    Sole Source Justification

    Manage Incorporated is the only known source capable of providing support services for the BBCS/ABO Suites application and associated IBM server infrastructure.

    Manage Incorporated is the sole service provider authorized to support this proprietary software environment. As the original developer and service provider, Manage Incorporated possesses the unique expertise, proprietary knowledge, and technical capability required to maintain and support the BBCS/ABO Suites application and the associated IBM Power9 server architecture.

    No other vendor is known to possess the required access to proprietary software architecture, system configuration, and operational dependencies necessary to perform these services without unacceptable risk to NIH Blood Bank operations.

    Authority

    This acquisition is being conducted in accordance with:

    FAR 13.106-1(b)(1) – Soliciting from a Single Source

    This authority permits contracting officers to solicit from a single source when the contracting officer determines that only one source is reasonably available.

    Acquisitions conducted under FAR Part 13 – Simplified Acquisition Procedures are exempt from the competition requirements of FAR Part 6.

    Responses

    This notice is not a request for quotations. However, interested parties may submit a capability statement demonstrating their ability to provide the required services.

    Capability statements must clearly demonstrate the vendor's ability to provide full operational support for the BBCS/ABO Suites application and IBM Power9 server environment.

    The Government will evaluate capability statements received in response to this notice. The determination not to compete this requirement is solely within the discretion of the Government.
