It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract, place an order, or pay for any quote preparation costs. Requests for a solicitation will not receive a response. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought announcement is for Market Research to make appropriate acquisition decisions and to gain knowledge of potentially qualified businesses capable of providing the items described below. The US Border Patrol is looking for sources that can provide a facility with network equipment and cleared personnel to operate the Border Patrol Technical Operations Center (BPTOC). The BPTOC is a call center (CC), network operation center (NOC), and security operations center (SOC) for initial maintenance trouble shooting of Border Patrol surveillance towers deployed along both the southern and northern borders. The BPTOC also performs NOC and SOC functions. All connectivity to the deployed towers is performed on US Government networks. Contractors that have this capability shall respond to this Sources Sought Notice by responding to the following questions: 1. Provide the company name, Unique Entity ID, physical address, website URL, and key points of contact. 2. Identify the North American Industry Classification System (NAICS) codes related to this BPTOC work the company operates under, the size status of your company and any small business classifications. 3. Identify any DHS strategic sourcing contracts that your company has as a prime contractor. 4. Identify any GSA schedule that your company has related to call center and NOC/SOC work and identify all Special Item Numbers (SIN). 5. Identify the location and size of any existing company-owned and operated NOC/SOC facilities and describe the capacity and capability of the facility and its Facility Clearance level. 6. Explain recent, relevant NOC/SOC/CC experience supporting and maintaining US Border Patrol surveillance tower systems or similar DHS systems. 7. Provide a capability statement (no more than 10 pages). SUBMISSION DETAILS: All interested parties are encouraged to submit a response to this Sources Sought. Responses will be accepted until June 6, 2025, at 4:00 PM EST and shall be sent electronically to Ms. Kimberly L. Cooper at usbp-pmod-bptoc@cbp.dhs.gov. Be advised that all correspondence sent via e-mail shall contain a subject line that reads “Response to Sources Sought Notice – BPTOC”. Any attachments sent with the e-mail should be in PDF format and shall be smaller than 30 MB.
